As Amended Through 15 March 2012joint base — For purposes <strong>of</strong> base defense operations, a joint base is a locality from whichoperations <strong>of</strong> two or more <strong>of</strong> the <strong>Military</strong> Departments are projected or supported <strong>and</strong>which is manned by significant elements <strong>of</strong> two or more <strong>Military</strong> Departments or inwhich significant elements <strong>of</strong> two or more <strong>Military</strong> Departments are located. See alsobase. (<strong>JP</strong> 3-10)joint captured materiel exploitation center — An element responsible for derivingintelligence information from captured enemy materiel. It is normally subordinate tothe intelligence directorate <strong>of</strong> a joint staff. Also called JCMEC. (<strong>JP</strong> 2-01)joint civil-military operations task force — A joint task force composed <strong>of</strong> civil-militaryoperations units from more than one Service. It provides support to the joint forcecomm<strong>and</strong>er in humanitarian or nation assistance operations, theater campaigns, orcivil-military operations concurrent with or subsequent to regional conflict. It canorganize military interaction among many governmental <strong>and</strong> nongovernmentalhumanitarian agencies within the theater. Also called JCMOTF. (<strong>JP</strong> 3-05.1)joint combined exchange training — A program conducted overseas to fulfill US forcestraining requirements <strong>and</strong> at the same time exchange the sharing <strong>of</strong> skills between USforces <strong>and</strong> host nation counterparts. Also called JCET. (<strong>JP</strong> 3-05)joint communications network — The aggregation <strong>of</strong> all the joint communicationssystems in a theater. The joint communications network includes the joint multichanneltrunking <strong>and</strong> switching system <strong>and</strong> the joint comm<strong>and</strong> <strong>and</strong> controlcommunications system(s). Also called JCN. (<strong>JP</strong> 6-0)joint concept — Links strategic guidance to the development <strong>and</strong> employment <strong>of</strong> futurejoint force capabilities <strong>and</strong> serve as “engines for transformation” that may ultimatelylead to doctrine, organization, training, materiel, leadership <strong>and</strong> education, personnel<strong>and</strong> facilities (DOTMLPF) <strong>and</strong> policy changes. (CJCSI 3010.<strong>02</strong>)joint contracting support board — A joint task force or subunified comm<strong>and</strong>erestablished board to coordinate all contracting support <strong>and</strong> to determine specificcontracting mechanisms to obtain commercially procured common logistic supplies<strong>and</strong> services within the joint operational area. Also called JCSB. See also combatantcomm<strong>and</strong>er logistic procurement support board; joint acquisition review board.(<strong>JP</strong> 4-10)joint counterintelligence unit — An organization composed <strong>of</strong> Service <strong>and</strong> Department <strong>of</strong>Defense agency counterintelligence personnel, formed under the authority <strong>of</strong> theSecretary <strong>of</strong> Defense <strong>and</strong> assigned to a combatant comm<strong>and</strong>er, which focuses oncombatant comm<strong>and</strong> strategic <strong>and</strong> operational counterintelligence missions.
