(<strong>JP</strong> 5-0)strategic concept — The course <strong>of</strong> action accepted as the result <strong>of</strong> the estimate <strong>of</strong> thestrategic situation which is a statement <strong>of</strong> what is to be done in broad terms. (<strong>JP</strong> 5-0)strategic debriefing — Debriefing activity conducted to collect information or to verifypreviously collected information in response to national or theater level collectionpriorities. (<strong>JP</strong> 2-01.2)strategic direction — The processes <strong>and</strong> products by which the President, Secretary <strong>of</strong>Defense, <strong>and</strong> Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff provide strategic guidance to theJoint Staff, combatant comm<strong>and</strong>s, Services, <strong>and</strong> combat support agencies. (<strong>JP</strong> 5-0)strategic estimate — The broad range <strong>of</strong> strategic factors that influence the comm<strong>and</strong>er’sunderst<strong>and</strong>ing <strong>of</strong> its operational environment <strong>and</strong> its determination <strong>of</strong> missions,objectives, <strong>and</strong> courses <strong>of</strong> action. (<strong>JP</strong> 2-01.2)strategic level <strong>of</strong> war — The level <strong>of</strong> war at which a nation, <strong>of</strong>ten as a member <strong>of</strong> a group<strong>of</strong> nations, determines national or multinational (alliance or coalition) strategic securityobjectives <strong>and</strong> guidance, then develops <strong>and</strong> uses national resources to achieve thoseobjectives. (<strong>JP</strong> 3-0)strategic mission — A mission directed against one or more <strong>of</strong> a selected series <strong>of</strong> enemytargets with the purpose <strong>of</strong> progressive destruction <strong>and</strong> disintegration <strong>of</strong> the enemy’swarmaking capacity <strong>and</strong> will to make war. Targets include key manufacturing systems,sources <strong>of</strong> raw material, critical material, stockpiles, power systems, transportationsystems, communication facilities, <strong>and</strong> other such target systems. As opposed totactical operations, strategic operations are designed to have a long-range rather thanimmediate effect on the enemy <strong>and</strong> its military forces.strategic plan — A plan for the overall conduct <strong>of</strong> a war. (<strong>JP</strong> 5-0)strategic sealift — The afloat pre-positioning <strong>and</strong> ocean movement <strong>of</strong> military materiel insupport <strong>of</strong> US <strong>and</strong> multinational forces. Sealift forces include organic <strong>and</strong>commercially acquired shipping <strong>and</strong> shipping services, including chartered foreign-flagvessels <strong>and</strong> associated shipping services.
