As Amended Through 15 March 2012Ssabotage — An act or acts with intent to injure, interfere with, or obstruct the nationaldefense <strong>of</strong> a country by willfully injuring or destroying, or attempting to injure ordestroy, any national defense or war materiel, premises, or utilities, to include human<strong>and</strong> natural resources. (<strong>JP</strong> 2-01.2)safe anchorage — (*) An anchorage considered safe from enemy attack to which merchantships may be ordered to proceed when the shipping movement policy is implemented.safe area — A designated area in hostile territory that <strong>of</strong>fers the evader or escapee areasonable chance <strong>of</strong> avoiding capture <strong>and</strong> <strong>of</strong> surviving until he or she can beevacuated. (<strong>JP</strong> 3-50)safe haven — 1. Designated area(s) to which noncombatants <strong>of</strong> the United StatesGovernment’s responsibility <strong>and</strong> commercial vehicles <strong>and</strong> materiel may be evacuatedduring a domestic or other valid emergency. Property that has some value in excess <strong>of</strong> its basic material content but is insuch condition that it has no reasonable prospect <strong>of</strong> use for any purpose as a unit <strong>and</strong> itsrepair or rehabilitation for use as a unit is clearly impractical. 2. The saving orrescuing <strong>of</strong> condemned, discarded, or ab<strong>and</strong>oned property, <strong>and</strong> <strong>of</strong> materials containedtherein for reuse, refabrication, or scrapping.salvage operation — 1. The recovery, evacuation, <strong>and</strong> reclamation <strong>of</strong> damaged, discarded,condemned, or ab<strong>and</strong>oned allied or enemy materiel, ships, craft, <strong>and</strong> floating equipmentfor reuse, repair, refabrication, or scrapping. 2. Naval salvage operations includeharbor <strong>and</strong> channel clearance, diving, hazardous towing <strong>and</strong> rescue tug services, <strong>and</strong>the recovery <strong>of</strong> materiel, ships, craft, <strong>and</strong> floating equipment sunk <strong>of</strong>fshore orelsewhere str<strong>and</strong>ed.salvo — 1.
