As Amended Through 15 March 2012Inactive National Guard — Army National Guard personnel in an inactive status not in theSelected Reserve who are attached to a specific National Guard unit but do notparticipate in training activities. Upon mobilization, they will mobilize with their units.In order for these personnel to remain members <strong>of</strong> the Inactive National Guard, theymust muster once a year with their assigned unit. Like the Individual Ready Reserve,all members <strong>of</strong> the Inactive National Guard have legal, contractual obligations.Members <strong>of</strong> the Inactive National Guard may not train for retirement credit or pay <strong>and</strong>are not eligible for promotion. (<strong>JP</strong> 4-05)inactive status — Status <strong>of</strong> reserve members on an inactive status list <strong>of</strong> a ReserveComponent or assigned to the Inactive Army National Guard. Those in an inactivestatus may not train for points or pay, <strong>and</strong> may not be considered for promotion.incapacitating agent — A chemical agent, which produces temporary disabling conditionswhich (unlike those caused by riot control agents) can be physical or mental <strong>and</strong> persistfor hours or days after exposure to the agent has ceased. (<strong>JP</strong> 3-11)incident — 1. In information operations, an assessed event <strong>of</strong> attempted entry, unauthorizedentry, or an information attack on an automated information system. It includesunauthorized probing <strong>and</strong> browsing; disruption or denial <strong>of</strong> service; altered or destroyedinput, processing, storage, or output <strong>of</strong> information; or changes to information systemhardware, firmware, or s<strong>of</strong>tware characteristics with or without the users’ knowledge,instruction, or intent. 2. An occurrence, caused by either human action or naturalphenomena, that requires action to prevent or minimize loss <strong>of</strong> life or damage toproperty <strong>and</strong>/or natural resources. (<strong>JP</strong> 3-28)incident comm<strong>and</strong> post — The field location at which the primary tactical-level on-sceneincident comm<strong>and</strong> functions are performed. It may be collocated with the incident baseor other incident facilities <strong>and</strong> is normally identified by a green rotating or flashinglight. Also called ICP. See also antiterrorism. (<strong>JP</strong> 3-28)incident comm<strong>and</strong> system — A st<strong>and</strong>ardized on-scene emergency management constructdesigned to aid in the management <strong>of</strong> resources during incidents. Consists <strong>of</strong> facilities,equipment, personnel, procedures, <strong>and</strong> communications established for this purpose.Also called ICS. (<strong>JP</strong> 3-28)incident management — A national comprehensive approach to preventing, preparing for,responding to, <strong>and</strong> recovering from terrorist attacks, major disasters, <strong>and</strong> otheremergencies. Incident management includes measures <strong>and</strong> activities performed at thelocal, state, <strong>and</strong> national levels <strong>and</strong> includes both crisis <strong>and</strong> consequence managementactivities. (<strong>JP</strong> 3-28)incident <strong>of</strong> national significance — An actual or potential high-impact event that requires acoordinated <strong>and</strong> effective response by <strong>and</strong> appropriate combination <strong>of</strong> Federal, state,local, tribal, nongovernmental, <strong>and</strong>/or private-sector entities in order to save lives <strong>and</strong><strong>JP</strong> 1-<strong>02</strong> 155
