Also called SJFHQ. (<strong>JP</strong> 3-0)st<strong>and</strong>ing operating procedure — See st<strong>and</strong>ard operating procedure. (<strong>JP</strong> 3-31)st<strong>and</strong>ing rules for the use <strong>of</strong> force — Preapproved directives issued to guide United Statesforces on the use <strong>of</strong> force during various operations. These directives may take theform <strong>of</strong> execute orders, deployment orders, memor<strong>and</strong>a <strong>of</strong> agreement, or plans. Alsocalled SRUF. (<strong>JP</strong> 3-28)stateless person — A person who is not considered as a national by any state under theoperation <strong>of</strong> its law. (<strong>JP</strong> 3-29)station time — In air transport operations, the time at which crews, passengers, <strong>and</strong> cargoare to be on board <strong>and</strong> ready for the flight. (<strong>JP</strong> 3-17)status-<strong>of</strong>-forces agreement — An agreement that defines the legal position <strong>of</strong> a visitingmilitary force deployed in the territory <strong>of</strong> a friendly state. Agreements delineating thestatus <strong>of</strong> visiting military forces may be bilateral or multilateral. Provisions pertainingto the status <strong>of</strong> visiting forces may be set forth in a separate agreement, or they mayform a part <strong>of</strong> a more comprehensive agreement. These provisions describe how theauthorities <strong>of</strong> a visiting force may control members <strong>of</strong> that force <strong>and</strong> the amenability <strong>of</strong>the force or its members to the local law or to the authority <strong>of</strong> local <strong>of</strong>ficials. (<strong>JP</strong> 3-16)sterilizer — In mine warfare, a device included in mines to render the mine permanentlyinoperative on expiration <strong>of</strong> a pre-determined time after laying. (<strong>JP</strong> 3-15)stick comm<strong>and</strong>er (air transport) — A designated individual who controls paratroops fromthe time they enter the aircraft until their exit. See also jumpmaster.stimulants — Controlled drugs that make the user feel stronger, more decisive, <strong>and</strong> selfpossessed;includes cocaine <strong>and</strong> amphetamines. (<strong>JP</strong> 3-07.4)stockage objective — The maximum quantities <strong>of</strong> materiel to be maintained on h<strong>and</strong> tosustain current operations.
