As Amended Through 15 March 2012cross-leveling — The authority <strong>and</strong> ability to shift materiel inventory from one owner tomeet the requirement <strong>of</strong> another. At the theater strategic level <strong>and</strong> operational level, itis the process <strong>of</strong> diverting en route or in-theater materiel from one military element tomeet the higher priority <strong>of</strong> another within the combatant comm<strong>and</strong>er’s directiveauthority for logistics. Cross-leveling plans must include specific reimbursementprocedures. (<strong>JP</strong> 4-07)cross-loading (personnel) — The distribution <strong>of</strong> leaders, key weapons, personnel, <strong>and</strong> keyequipment among the aircraft, vessels, or vehicles <strong>of</strong> a formation to preclude the totalloss <strong>of</strong> comm<strong>and</strong> <strong>and</strong> control or unit effectiveness if an aircraft, vessel, or vehicle islost. It is also an important factor in aiding rapid assembly <strong>of</strong> units at the drop zone orl<strong>and</strong>ing zone. (<strong>JP</strong> 4-07)cross-targeting (nuclear) — The layering <strong>of</strong> weapons from different delivery platforms toincrease the probability <strong>of</strong> target damage or destruction.cruise missile — Guided missile, the major portion <strong>of</strong> whose flight path to its target isconducted at approximately constant velocity; depends on the dynamic reaction <strong>of</strong> airfor lift <strong>and</strong> upon propulsion forces to balance drag.culminating point — The point at which a force no longer has the capability to continue itsform <strong>of</strong> operations, <strong>of</strong>fense or defense. (<strong>JP</strong> 5-0)current — A body <strong>of</strong> water moving in a certain direction <strong>and</strong> caused by wind <strong>and</strong> densitydifferences in water. The effects <strong>of</strong> a current are modified by water depth, underwatertopography, basin shape, l<strong>and</strong> masses, <strong>and</strong> deflection from the earth’s rotation.
