(<strong>JP</strong> 3-59)midcourse guidance — The guidance applied to a missile between termination <strong>of</strong> the boostphase <strong>and</strong> the start <strong>of</strong> the terminal phase <strong>of</strong> flight.midcourse phase — That portion <strong>of</strong> the flight <strong>of</strong> a ballistic missile between the boost phase<strong>and</strong> the terminal phase. Also called MARS.military assistance advisory group — A joint Service group, normally under the militarycomm<strong>and</strong> <strong>of</strong> a comm<strong>and</strong>er <strong>of</strong> a unified comm<strong>and</strong> <strong>and</strong> representing the Secretary <strong>of</strong>Defense, which primarily administers the US military assistance planning <strong>and</strong>programming in the host country. (<strong>JP</strong> 3-22)<strong>Military</strong> Assistance Program — That portion <strong>of</strong> the US security assistance authorized bythe Foreign Assistance Act <strong>of</strong> l961, as amended, which provides defense articles <strong>and</strong>services to recipients on a nonreimbursable (grant) basis. Also called MAP.military characteristics — Those characteristics <strong>of</strong> equipment upon which depends itsability to perform desired military functions. <strong>Military</strong> characteristics include physical<strong>and</strong> operational characteristics but not technical characteristics.military civic action — The use <strong>of</strong> preponderantly indigenous military forces on projectsuseful to the local population at all levels in such fields as education, training, publicworks, agriculture, transportation, communications, health, sanitation, <strong>and</strong> otherscontributing to economic <strong>and</strong> social development, which would also serve to improvethe st<strong>and</strong>ing <strong>of</strong> the military forces with the population.
