As Amended Through 15 March 2012chemical hazard — Any chemical manufactured, used, transported, or stored which can causedeath or other harm through toxic properties <strong>of</strong> those materials. This includes chemicalagents <strong>and</strong> chemical weapons (prohibited under the Chemical Weapons Convention), aswell as toxic industrial chemicals <strong>and</strong> toxic industrial materials. (<strong>JP</strong> 3-11)chemical monitoring — (*) The continued or periodic process <strong>of</strong> determining whether ornot a chemical agent is present. See also chemical survey.chemical survey — (*) The directed effort to determine the nature <strong>and</strong> degree <strong>of</strong> chemicalhazard in an area <strong>and</strong> to delineate the perimeter <strong>of</strong> the hazard area.chemical warfare — All aspects <strong>of</strong> military operations involving the employment <strong>of</strong> lethal<strong>and</strong> incapacitating munitions/agents <strong>and</strong> the warning <strong>and</strong> protective measuresassociated with such <strong>of</strong>fensive operations. Since riot control agents <strong>and</strong> herbicides arenot considered to be chemical warfare agents, those two items will be referred toseparately or under the broader term “chemical,” which will be used to include all types<strong>of</strong> chemical munitions/agents collectively. (<strong>JP</strong> 3-11)chemical weapon — Together or separately, (a) a toxic chemical <strong>and</strong> its precursors, exceptwhen intended for a purpose not prohibited under the Chemical Weapons Convention;(b) a munition or device, specifically designed to cause death or other harm throughtoxic properties <strong>of</strong> those chemicals specified in (a), above, which would be released asa result <strong>of</strong> the employment <strong>of</strong> such munition or device; (c) any equipment specificallydesigned for use directly in connection with the employment <strong>of</strong> munitions or devicesspecified in (b), above. (<strong>JP</strong> 3-11)chief <strong>of</strong> mission — The principal <strong>of</strong>ficer (the ambassador) in charge <strong>of</strong> a diplomatic facility<strong>of</strong> the United States, including any individual assigned to be temporarily in charge <strong>of</strong>such a facility. The chief <strong>of</strong> mission is the personal representative <strong>of</strong> the President tothe country <strong>of</strong> accreditation. The chief <strong>of</strong> mission is responsible for the direction,coordination, <strong>and</strong> supervision <strong>of</strong> all US Government executive branch employees inthat country (except those under the comm<strong>and</strong> <strong>of</strong> a US area military comm<strong>and</strong>er). Thesecurity <strong>of</strong> the diplomatic post is the chief <strong>of</strong> mission’s direct responsibility. Alsocalled COM. (<strong>JP</strong> 3-08)chief <strong>of</strong> staff — The senior or principal member or head <strong>of</strong> a staff, or the principal assistantin a staff capacity to a person in a comm<strong>and</strong> capacity; the head or controlling member<strong>of</strong> a staff, for purposes <strong>of</strong> the coordination <strong>of</strong> its work; a position that in itself is withoutinherent power <strong>of</strong> comm<strong>and</strong> by reason <strong>of</strong> assignment, except that which is invested insuch a position by delegation to exercise comm<strong>and</strong> in another’s name.chief <strong>of</strong> station — The senior United States intelligence <strong>of</strong>ficer in a foreign country <strong>and</strong> thedirect representative <strong>of</strong> the Director National Intelligence, to whom the <strong>of</strong>ficer reports<strong>JP</strong> 1-<strong>02</strong> 47
