As Amended Through 15 March 2012civil authorities — Those elected <strong>and</strong> appointed <strong>of</strong>ficers <strong>and</strong> employees who constitute thegovernment <strong>of</strong> the United States, the governments <strong>of</strong> the 50 states, the District <strong>of</strong>Columbia, the Commonwealth <strong>of</strong> Puerto Rico, United States possessions <strong>and</strong>territories, <strong>and</strong> political subdivisions there<strong>of</strong>. (<strong>JP</strong> 3-28)civil authority information support — Department <strong>of</strong> Defense information activitiesconducted under a designated lead federal agency or other United States civil authorityto support dissemination <strong>of</strong> public or other critical information during domesticemergencies. Also called CAIS. (<strong>JP</strong> 3-13.2)civil defense — All those activities <strong>and</strong> measures designed or undertaken to: a. minimizethe effects upon the civilian population caused or which would be caused by an enemyattack on the United States; b. deal with the immediate emergency conditions thatwould be created by any such attack; <strong>and</strong> c. effectuate emergency repairs to, or theemergency restoration <strong>of</strong>, vital utilities <strong>and</strong> facilities destroyed or damaged by any suchattack.civil defense emergency — See domestic emergencies.civil disturbance — Group acts <strong>of</strong> violence <strong>and</strong> disorder prejudicial to public law <strong>and</strong>order. See also domestic emergencies. (<strong>JP</strong> 3-28)civil emergency — Any occasion or instance for which, in the determination <strong>of</strong> thePresident, federal assistance is needed to supplement state <strong>and</strong> local efforts <strong>and</strong>capabilities to save lives <strong>and</strong> to protect property <strong>and</strong> public health <strong>and</strong> safety, or tolessen or avert the threat <strong>of</strong> a catastrophe in any part <strong>of</strong> the United States. (<strong>JP</strong> 3-28)civilian internee — A civilian who is interned during armed conflict, occupation, or othermilitary operation for security reasons, for protection, or because he or she committedan <strong>of</strong>fense against the detaining power. Also called CI. (<strong>DOD</strong>D 2310.01E)civil-military medicine — A discipline within operational medicine comprising publichealth <strong>and</strong> medical issues that involve a civil-military interface (foreign or domestic),including military medical support to civil authorities (domestic), medical engagementcooperation activities, <strong>and</strong> medical civil-military operations. (<strong>JP</strong> 4-<strong>02</strong>)civil-military operations — The activities <strong>of</strong> a comm<strong>and</strong>er that establish, maintain, influence,or exploit relations between military forces, governmental <strong>and</strong> nongovernmental civilianorganizations <strong>and</strong> authorities, <strong>and</strong> the civilian populace in a friendly, neutral, or hostileoperational area in order to facilitate military operations, to consolidate <strong>and</strong> achieveoperational US objectives. Civil-military operations may include performance by militaryforces <strong>of</strong> activities <strong>and</strong> functions normally the responsibility <strong>of</strong> the local, regional, ornational government. These activities may occur prior to, during, or subsequent to othermilitary actions. They may also occur, if directed, in the absence <strong>of</strong> other militaryoperations.
