As Amended Through 15 March 2012nonexpendable supplies <strong>and</strong> materiel — Supplies not consumed in use that retain theiroriginal identity during the period <strong>of</strong> use, such as weapons, machines, tools, <strong>and</strong>equipment.nongovernmental organization — A private, self-governing, not-for-pr<strong>of</strong>it organizationdedicated to alleviating human suffering; <strong>and</strong>/or promoting education, health care,economic development, environmental protection, human rights, <strong>and</strong> conflictresolution; <strong>and</strong>/or encouraging the establishment <strong>of</strong> democratic institutions <strong>and</strong> civilsociety. Also called NGO. (<strong>JP</strong> 3-08)nonhostile casualty — A person who becomes a casualty due to circumstances not directlyattributable to hostile action or terrorist activity. Casualties due to the elements, selfinflictedwounds, <strong>and</strong> combat fatigue are nonhostile casualties. Also called NHCS.See also casualty; casualty type; hostile casualty. Also called NLW.(<strong>JP</strong> 3-28)nonorganic transportation requirement — Unit personnel <strong>and</strong> cargo for which thetransportation source must be an outside agency, normally a component <strong>of</strong> USTransportation Comm<strong>and</strong>.nonpersistent agent — A chemical agent that when released dissipates <strong>and</strong>/or loses itsability to cause casualties after 10 to 15 minutes. (<strong>JP</strong> 3-11)nonproliferation — Actions to prevent the proliferation <strong>of</strong> weapons <strong>of</strong> mass destruction bydissuading or impeding access to, or distribution <strong>of</strong>, sensitive technologies, material,<strong>and</strong> expertise. (<strong>JP</strong> 3-40)nonscheduled units — Units <strong>of</strong> the l<strong>and</strong>ing force held in readiness for l<strong>and</strong>ing during theinitial unloading period, but not included in either scheduled or on-call waves. Thiscategory usually includes certain <strong>of</strong> the combat support units <strong>and</strong> most <strong>of</strong> the combatservice support units with higher echelon (division <strong>and</strong> above) reserve units <strong>of</strong> thel<strong>and</strong>ing force. Their l<strong>and</strong>ing is directed when the need ashore can be predicted with areasonable degree <strong>of</strong> accuracy.
