Personnel available <strong>and</strong> qualified to performassigned missions or functions.operational necessity — A mission associated with war or peacetime operations in whichthe consequences <strong>of</strong> an action justify the risk <strong>of</strong> loss <strong>of</strong> aircraft <strong>and</strong> crew. (<strong>JP</strong> 5-0)operational reach — The distance <strong>and</strong> duration across which a joint force can successfullyemploy military capabilities. (<strong>JP</strong> 3-0)operational readiness — The capability <strong>of</strong> a unit/formation, ship, weapon system, orequipment to perform the missions or functions for which it is organized or designed.Also called OR. (<strong>JP</strong> 1-0)operational reserve — An emergency reserve <strong>of</strong> men <strong>and</strong>/or materiel established for thesupport <strong>of</strong> a specific operation. (<strong>JP</strong> 5-0)operational support airlift — Operational support airlift missions are movements <strong>of</strong> highprioritypassengers <strong>and</strong> cargo with time, place, or mission-sensitive requirements.Operational support airlift aircraft are those fixed-wing aircraft acquired <strong>and</strong>/or retainedexclusively for operational support airlift missions, as well as any other Department <strong>of</strong>Defense-owned or controlled aircraft, fixed- or rotary-wing, used for operationalsupport airlift purposes. Also called OSA. (<strong>JP</strong> 3-17)operational testing — A continuing process <strong>of</strong> evaluation that may be applied to eitheroperational personnel or situations to determine their validity or reliability.operation <strong>and</strong> maintenance — Maintenance <strong>and</strong> repair <strong>of</strong> real property, operation <strong>of</strong>utilities, <strong>and</strong> provision <strong>of</strong> other services such as refuse collection <strong>and</strong> disposal,entomology, snow removal, <strong>and</strong> ice alleviation. Also called O&M. (<strong>JP</strong> 3-34)operation order — A directive issued by a comm<strong>and</strong>er to subordinate comm<strong>and</strong>ers for thepurpose <strong>of</strong> effecting the coordinated execution <strong>of</strong> an operation. Also called OPORD.(<strong>JP</strong> 5-0)operation plan — 1. Any plan for the conduct <strong>of</strong> military operations prepared in responseto actual <strong>and</strong> potential contingencies. 2. A complete <strong>and</strong> detailed joint plan containinga full description <strong>of</strong> the concept <strong>of</strong> operations, all annexes applicable to the plan, <strong>and</strong> atime-phased force <strong>and</strong> deployment data.
