As Amended Through 15 March 2012combat <strong>and</strong> operational stress control — Programs developed <strong>and</strong> actions taken bymilitary leadership to prevent, identify, <strong>and</strong> manage adverse combat <strong>and</strong> operationalstress reactions in units; optimize mission performance; conserve fighting strength;prevent or minimize adverse effects <strong>of</strong> combat <strong>and</strong> operational stress on members’physical, psychological, intellectual <strong>and</strong> social health; <strong>and</strong> to return the unit or Servicemember to duty expeditiously. (<strong>JP</strong> 4-<strong>02</strong>)combatant comm<strong>and</strong> — A unified or specified comm<strong>and</strong> with a broad continuing missionunder a single comm<strong>and</strong>er established <strong>and</strong> so designated by the President, through theSecretary <strong>of</strong> Defense <strong>and</strong> with the advice <strong>and</strong> assistance <strong>of</strong> the Chairman <strong>of</strong> the JointChiefs <strong>of</strong> Staff. (<strong>JP</strong> 5-0)combatant comm<strong>and</strong> chaplain — The senior chaplain assigned to the staff <strong>of</strong>, ordesignated by, the combatant comm<strong>and</strong>er to provide advice on religion, ethics, <strong>and</strong>morale <strong>of</strong> assigned personnel <strong>and</strong> to coordinate religious ministries within thecombatant comm<strong>and</strong>er’s area <strong>of</strong> responsibility. (<strong>JP</strong> 1-05)combatant comm<strong>and</strong> (comm<strong>and</strong> authority) — Nontransferable comm<strong>and</strong> authorityestablished by Title 10 (“Armed Forces”), United States Code, Section 164, exercisedonly by comm<strong>and</strong>ers <strong>of</strong> unified or specified combatant comm<strong>and</strong>s unless otherwisedirected by the President or the Secretary <strong>of</strong> Defense. Combatant comm<strong>and</strong> (comm<strong>and</strong>authority) cannot be delegated <strong>and</strong> is the authority <strong>of</strong> a combatant comm<strong>and</strong>er toperform those functions <strong>of</strong> comm<strong>and</strong> over assigned forces involving organizing <strong>and</strong>employing comm<strong>and</strong>s <strong>and</strong> forces, assigning tasks, designating objectives, <strong>and</strong> givingauthoritative direction over all aspects <strong>of</strong> military operations, joint training, <strong>and</strong>logistics necessary to accomplish the missions assigned to the comm<strong>and</strong>. Combatantcomm<strong>and</strong> (comm<strong>and</strong> authority) should be exercised through the comm<strong>and</strong>ers <strong>of</strong>subordinate organizations. Normally this authority is exercised through subordinatejoint force comm<strong>and</strong>ers <strong>and</strong> Service <strong>and</strong>/or functional component comm<strong>and</strong>ers.Combatant comm<strong>and</strong> (comm<strong>and</strong> authority) provides full authority to organize <strong>and</strong>employ comm<strong>and</strong>s <strong>and</strong> forces as the combatant comm<strong>and</strong>er considers necessary toaccomplish assigned missions. Operational control is inherent in combatant comm<strong>and</strong>(comm<strong>and</strong> authority). Also called COCOM.
