This publication represents the Proceedings of the 34th Annual Pan-Pacific Conference being held in Lima, Peru May 29-31, 2017. The Pan-Pacific Conference has served as an important forum for the exchange of ideas and information for promoting understanding and cooperation among the peoples of the world since 1984. Last year, we had a memorable conference in Miri, Malaysia, in cooperation with Curtin University Sarawak, under the theme of “Building a Smart Society through Innovation and Co-creation.” Professor Pauline Ho served as Chair of the Local Organizing Committee, with strong leadership support of Pro Vice-Chancellor Professor Jim Mienczakowski and Dean Jonathan Winterton.

Virg<strong>in</strong>ia Tech – most calculations for the costs<br />

Billion... And the post-event report data determ<strong>in</strong>ed<br />

this tragedy was preventable but government<br />

entities failed to connect the dots. [4}<br />

Hundreds and Thousands of Lives – how do you put<br />

a cost on each of the hundreds and thousands of<br />

lives that have been lost and all the lives that have<br />

been ru<strong>in</strong>ed by hundreds of preventable attacks?<br />

DATA FROM COMMUNITY INCIDENTS<br />

AND THE COMMUNITY PREVENTING<br />

CONNECTION<br />

5 officers killed and 9 others <strong>in</strong>jured <strong>in</strong> Dallas – the<br />

shooter displayed troubl<strong>in</strong>g and concern<strong>in</strong>g<br />

behaviors <strong>in</strong> the Army <strong>in</strong>clud<strong>in</strong>g the discovery of<br />

unauthorized weapons <strong>in</strong> his quarters after he was<br />

put on 24-hour escort and moved to another base<br />

and f<strong>in</strong>allydischarged. On social media, he was<br />

connected to and “liked” multiple blacknationalist<br />

groups that are recognized as hategroups. He<br />

jo<strong>in</strong>ed one of them but was “askedto leave” for<br />

violat<strong>in</strong>g the organization’s “cha<strong>in</strong>of command”<br />

and espous<strong>in</strong>g dangerousrhetoric. The shooter also<br />

“liked” theFacebook page of another hate group<br />

encourag<strong>in</strong>g violence aga<strong>in</strong>st police and called for<br />

the murders of police officers across the U.S. The<br />

shooter’s family also observed troubl<strong>in</strong>g changes<br />

and concern<strong>in</strong>g behaviors follow<strong>in</strong>g his discharge<br />

from the Army. [6]<br />

Data from the “F<strong>in</strong>al Report and F<strong>in</strong>d<strong>in</strong>gs of the<br />

Safe School Initiative” by the Secret Service found<br />

<strong>in</strong> over 80% of the school shoot<strong>in</strong>gs, other people<br />

knew about the attack before it took place. The<br />

F<strong>in</strong>al Report also found <strong>in</strong> over 90% of the school<br />

attacks, there was evidence of the attacker’s<br />

concern<strong>in</strong>g behavior prior to the attack. [7]<br />

The FBI released data show<strong>in</strong>g the estimated<br />

number of murders rose nearly 11 percent between<br />

2014 and 2015, the biggest <strong>in</strong>crease <strong>in</strong> a quarter<br />

century and the <strong>in</strong>crease <strong>in</strong> murders seems to be<br />

cont<strong>in</strong>u<strong>in</strong>g <strong>in</strong> 2016. Per federal data, about 700<br />

people are murdered each year on the job and<br />

workplace violence impacts about 2 million people<br />

each year. [8]<br />

The latest U.S. Labor Department data shows nurses<br />

are attacked over 3 1⁄2 times the average national<br />

rate of occupational violence. Assaults aga<strong>in</strong>st<br />

nurs<strong>in</strong>g assistants are occurr<strong>in</strong>g at more than 16<br />

times the national average and psychiatric<br />

technicians/psychiatric aides suffer from violence at<br />

over 130 times that national average. [5]<br />

Community Prevent<strong>in</strong>g is the most powerful, worldchang<strong>in</strong>g,<br />

and data-validated strategies and<br />

specialized tools to date for equipp<strong>in</strong>g and<br />

empower<strong>in</strong>g Community Members (employees,<br />

managers, students, faculty, staff, contractors,<br />

service providers, clients, patients, family, friends,<br />

neighbors, social media connections, non-profit<br />

organizations, religious organizations, health care,<br />

mental health, law enforcement, legal, compliance,<br />

threat assessment teams and others) to take<br />

proactive actions as soon as “pieces of the puzzle”<br />

(suspicious activities, concern<strong>in</strong>g behaviors, social<br />

media leakage, and other pre-<strong>in</strong>cident <strong>in</strong>dicators)<br />

are “reported and collected” <strong>in</strong> a central, secure,<br />

specialized, community-wide prevention platform<br />

that immediately, automatically, and securely shares<br />

the “pieces of the puzzle” with the “right people”<br />

(First Preventers), <strong>in</strong> the right places, at the right<br />

time so they can “assess and connect the dots” and<br />

do the right th<strong>in</strong>gs to <strong>in</strong>tervene and prevent at-risk<br />

<strong>in</strong>dividuals from hurt<strong>in</strong>g themselves and/or<br />

committ<strong>in</strong>g acts of violence, acts of evil, and<br />

numerous other <strong>in</strong>cidents and tragedies.<br />

THE “RIGHT PEOPLE” (FIRST<br />

PREVENTERS)<br />

Data repeatedly reveals conventional <strong>in</strong>cident<br />

report<strong>in</strong>g is not enough and clearly not effective. [1]<br />

For example, Community Members are hesitant to<br />

report “pieces of the puzzle” directly to Law<br />

Enforcement (<strong>in</strong> person, by phone, onl<strong>in</strong>e, etc.) due<br />

to fears of be<strong>in</strong>g <strong>in</strong>terrogated, lack of privacy, lack<br />

of anonymity, lack of trust, retaliation, and<br />

numerous other concerns. Even though Law<br />

Enforcement would like to believe Community<br />

Members will proactively report “pieces of the<br />

puzzle” they observe, and even though almost<br />

everyone has heard of “See Someth<strong>in</strong>g. Say<br />

Someth<strong>in</strong>g”, the facts and data clearly reveal the<br />

reports are not occurr<strong>in</strong>g.<br />

The “right people” are First Preventers. First<br />

Preventers are NOT First Responders. First<br />

Preventers are a multi-discipl<strong>in</strong>ary, <strong>in</strong>ter-agency,<br />

community-wide team of people who have received<br />

specialized tra<strong>in</strong><strong>in</strong>g and are equipped with the “right<br />

strategies and the right tools” to achieve all 6<br />

Essential Steps to Prevent<strong>in</strong>g.<br />

First Preventers <strong>in</strong>clude Community Members,<br />

Community Resources, Threat Assessment Teams,<br />

Behavioral Intervention Teams, Mental Health,<br />

Social Workers and others who participate <strong>in</strong><br />

identify<strong>in</strong>g concern<strong>in</strong>g behaviors and suspicious<br />

activities, <strong>in</strong>tervention efforts, monitor<strong>in</strong>g efforts,<br />

and prevent<strong>in</strong>g efforts.<br />

99.9% of people prefer PREVENTING over<br />

Respond<strong>in</strong>g/React<strong>in</strong>g, yet most communities and<br />

organizations <strong>in</strong>vest 99.9% of their Safety and<br />

Security budget <strong>in</strong> First Responders, Reactive<br />

Drills, and security products for<br />

Respond<strong>in</strong>g/React<strong>in</strong>g to attacks, liabilities, and<br />

tragedies.<br />

Most communities and organizations will never<br />

have (and could never afford) more Security than<br />

the Fort Hood military base or Navy Yard military<br />

base – yet Fort Hood has had two preventable mass<br />
