This publication represents the Proceedings of the 34th Annual Pan-Pacific Conference being held in Lima, Peru May 29-31, 2017. The Pan-Pacific Conference has served as an important forum for the exchange of ideas and information for promoting understanding and cooperation among the peoples of the world since 1984. Last year, we had a memorable conference in Miri, Malaysia, in cooperation with Curtin University Sarawak, under the theme of “Building a Smart Society through Innovation and Co-creation.” Professor Pauline Ho served as Chair of the Local Organizing Committee, with strong leadership support of Pro Vice-Chancellor Professor Jim Mienczakowski and Dean Jonathan Winterton.

meal service, and anxiety about food safety. It can<br />

be seen that it is possible to clarify the change of the<br />

monthly topic by compar<strong>in</strong>g with the total petitions,<br />

and it is possible to grasp <strong>in</strong>tuitively from the<br />

context.<br />

4.2 Co-Occurrances Structure Map of Major<br />

Petitions<br />

A co-occurrances structure map was conducted for<br />

easy visualization of what contents were specifically<br />

mentioned about the ma<strong>in</strong> compla<strong>in</strong>t<br />

keyword(Motomu et al., 2006). In this paper, the<br />

ma<strong>in</strong> keyword "bus route" with the highest TFIDF<br />

value for civil petitions <strong>in</strong> January 2015 is extracted<br />

as the major petitions keyword. When the number<br />

of petitions simultaneously conta<strong>in</strong><strong>in</strong>g a certa<strong>in</strong><br />

word B appear<strong>in</strong>g together with the keyword A<br />

("bus route") is counted, and B is def<strong>in</strong>ed as the<br />

ma<strong>in</strong> co-occurrence of A when it exceeds 30 times.<br />

In this case, to simplify the visualization, the length<br />

of the network is not weighted accord<strong>in</strong>g to the<br />

proportion of the frequency of co-occurrence. The<br />

Graphviz program was used to construct the cooccurrances<br />

structure map.<br />

5. Conclusion<br />

This paper proposed a methodology of Co-<br />

Occurrences Structure Map by apply<strong>in</strong>g corpus<br />

analysis method to summarize contents of vast civil<br />

petitions objectively and easily. By apply<strong>in</strong>g these<br />

statistical techniques, systematic and efficient civil<br />

data management can be implemented. By<br />

<strong>in</strong>tegrat<strong>in</strong>g civil service related data through civil<br />

service response evaluation and <strong>in</strong>formation<br />

disclosure system, a comprehensive civil<br />

<strong>in</strong>formation system can be developed, It is expected<br />

to contribute to secur<strong>in</strong>g responsibility and<br />

legitimacy. In particular, the time series analysis of<br />

the ma<strong>in</strong> civil petitions with TFIDF and cooccurrances<br />

structure map support to clarify the<br />

public <strong>in</strong>terest, public awareness, and perception<br />

change. The analysis methodology provides<br />

practical supports such as creat<strong>in</strong>g manuals for<br />

respond<strong>in</strong>g to petitions (s<strong>in</strong>gle / persistent, specific<br />

group / comprehensive group, etc.), forecast<strong>in</strong>g civil<br />

demand, and disclos<strong>in</strong>g <strong>in</strong>formation on compla<strong>in</strong>t<br />

handl<strong>in</strong>g.<br />

As shown <strong>in</strong> Figure 1, the words "vehicle",<br />

“citizen”, “apartment”, and ”construct” were<br />

extracted as direct co-occurrances of “bus route”<br />

that are the first co-occurrances. And “speed<strong>in</strong>g”,<br />

"time", “safety”, and “discomport” "time", and<br />

"speed" were assigned to the <strong>in</strong>-direct cooccurrances<br />

of “bus route” that are the second cooccurrances.<br />

These three words can be <strong>in</strong>terpreted<br />

as a major concern on the bus routes.<br />

It helps to understand the <strong>in</strong>terest structure of each<br />

sub-theme through the words connected with<br />

"vehicle", "citizen", "apartment", "<strong>in</strong>stallation" For<br />

example, it can be seen that attention is focused on<br />

specific areas and specific <strong>in</strong>frastructures such as<br />

"Olympic stadium", "right turn", "lane",<br />

"construction" for "vehicle". In other words,<br />

contents of civil petitions can be easily summarized<br />

and their characteristics can be summarized.<br />
