Pan-Pacific Conference XXXIV. Designing New Business Models in Developing Economies

This publication represents the Proceedings of the 34th Annual Pan-Pacific Conference being held in Lima, Peru May 29-31, 2017. The Pan-Pacific Conference has served as an important forum for the exchange of ideas and information for promoting understanding and cooperation among the peoples of the world since 1984. Last year, we had a memorable conference in Miri, Malaysia, in cooperation with Curtin University Sarawak, under the theme of “Building a Smart Society through Innovation and Co-creation.” Professor Pauline Ho served as Chair of the Local Organizing Committee, with strong leadership support of Pro Vice-Chancellor Professor Jim Mienczakowski and Dean Jonathan Winterton.

I ABSTRACT<br />

Japanese economy has developed along with the<br />

progression of railway system started the service<br />

between Sh<strong>in</strong>bashi and Yokohama 150 years ago.<br />

Whilst Europeans and Americans have used horse<br />

carriages and automobiles as the major transportation,<br />

Japanese has used fast and mass railways transportation<br />

system tak<strong>in</strong>g advantage of its geographical<br />

characteristic of cities connected <strong>in</strong> rows from north to<br />

south for holidays, family visits and bus<strong>in</strong>ess trips, and<br />

has enjoyed Ekiben or boxed meal composed of local<br />

flavors, and the scenery. Ekiben is considered as the<br />

product of co-creation of railways system and local<br />

specialties <strong>in</strong> other word, culture.<br />

Railway companies like East Japan Railway Co., (EJR)<br />

and regional governments face problems for decreas<strong>in</strong>g<br />

railway passengers, mid-long term population decl<strong>in</strong>e<br />

and economy stagnation and hope to activate regional<br />

economy by <strong>in</strong>creas<strong>in</strong>g the number of tra<strong>in</strong> passengers<br />

and br<strong>in</strong>g<strong>in</strong>g <strong>in</strong> visitors.<br />

In this paper, EJR strategies and activities focus<strong>in</strong>g on<br />

examples of JR “Enterta<strong>in</strong>ment Tra<strong>in</strong>” are <strong>in</strong>troduced.<br />

II CHALLENGES<br />

The challenges the railways companies and regional<br />

governments face may be summarized as follows;<br />

IV “ENTERTAINMENT TRAIN” AS A TRIGGER<br />

One of the successful EJR strategies is “Enterta<strong>in</strong>ment<br />

Tra<strong>in</strong>.”<br />

Collaboration with local culture adds new value to<br />

railway travel<strong>in</strong>g. In other words, “Enterta<strong>in</strong>ment<br />

Tra<strong>in</strong>” becomes the dest<strong>in</strong>ation <strong>in</strong>strument for leisure<br />

rather than mere means of transportation.<br />

Introduced below are two examples of “Enterta<strong>in</strong>ment<br />

Tra<strong>in</strong>”, “Kosh<strong>in</strong>o Shu Kura (Koshi sake brewery)” of<br />

Sh<strong>in</strong>etsu & Iiyama l<strong>in</strong>e and “Toreiyu Tsubasa<br />

(Tra<strong>in</strong>+Soleil+yu or hot spr<strong>in</strong>g)” of Yamagata<br />

Sh<strong>in</strong>kansen.<br />

(1) “Kosh<strong>in</strong>o Shu Kura” (Apr 2014 -)<br />

With the launch of Hokuriku Sh<strong>in</strong>kansen services from<br />

Tokyo to Kanazawa <strong>in</strong> March 2015, “Kosh<strong>in</strong>o Shu<br />

Kura” as a part of “Enterta<strong>in</strong>ment Tra<strong>in</strong>” series was<br />

deployed to cover wider area excursion route by<br />

connect<strong>in</strong>g Jyoetsu Sh<strong>in</strong>kansen and Hokuriku<br />

Sh<strong>in</strong>kanse l<strong>in</strong>es.<br />

<br />

To enjoy dr<strong>in</strong>k<strong>in</strong>g various labels of Nihonsyu or sake<br />

brewed <strong>in</strong> Niigata Area, the K<strong>in</strong>gdom of Nihonsyu.<br />

Dr<strong>in</strong>k<strong>in</strong>g and Rid<strong>in</strong>g tra<strong>in</strong> travell<strong>in</strong>g.<br />

(1) Presumption of a drop <strong>in</strong> the number of railway<br />

passengers <strong>in</strong> medium to long term ow<strong>in</strong>g to<br />

Japan’s population decl<strong>in</strong>e<br />

(2) Desertion risk of regional areas due decreas<strong>in</strong>g<br />

population and ag<strong>in</strong>g residents<br />

(3) Stagnation and decl<strong>in</strong>e of Japanese economy, GDP<br />

and per capita GDP along with weaken<strong>in</strong>g<br />

economy <strong>in</strong> regional area<br />

III STRATEGIES<br />

East Japan Railway Co. (EJR) focuses on the follow<strong>in</strong>g<br />

elements to tackle the challenges.<br />

(1) Produc<strong>in</strong>g railway tourism flow from Tokyo and<br />

overseas to reg<strong>in</strong>al areas by leverag<strong>in</strong>g railways<br />

especially <strong>in</strong>clud<strong>in</strong>g super express Sh<strong>in</strong>kansen or<br />

recently <strong>in</strong>troduced Hokuriku Sh<strong>in</strong>kansen, and<br />

<strong>in</strong>troduc<strong>in</strong>g and promot<strong>in</strong>g attractive tourism<br />

assets <strong>in</strong>clud<strong>in</strong>g local scenery, cuis<strong>in</strong>e, sake,<br />

specialties and onsen or hot spr<strong>in</strong>gs<br />

(2) Generat<strong>in</strong>g the virtuous circle of <strong>in</strong>creas<strong>in</strong>g<br />

consumption of lodg<strong>in</strong>g, food and beverages and<br />

products and services, <strong>in</strong>creas<strong>in</strong>g attractiveness of<br />

tourism assets by revitalization of local companies<br />

and local economies, and grow<strong>in</strong>g railways<br />

exchange population.<br />

Relax<strong>in</strong>g booth, comfortable two-seater, observation<br />

two-seaters, bar counter and lounge area<br />

<br />

Sea of Japan, Mt. Myoko, Sh<strong>in</strong>ano River, Mt. Hakkai<br />

and rice terrace.<br />

<br />

Sake tast<strong>in</strong>g by brewers, sake tast<strong>in</strong>g counter, stop at<br />

the station closest to the ocean (Sea of Japan) and live<br />

local band performance.<br />
