Pan-Pacific Conference XXXIV. Designing New Business Models in Developing Economies

This publication represents the Proceedings of the 34th Annual Pan-Pacific Conference being held in Lima, Peru May 29-31, 2017. The Pan-Pacific Conference has served as an important forum for the exchange of ideas and information for promoting understanding and cooperation among the peoples of the world since 1984. Last year, we had a memorable conference in Miri, Malaysia, in cooperation with Curtin University Sarawak, under the theme of “Building a Smart Society through Innovation and Co-creation.” Professor Pauline Ho served as Chair of the Local Organizing Committee, with strong leadership support of Pro Vice-Chancellor Professor Jim Mienczakowski and Dean Jonathan Winterton.

eng<strong>in</strong>e, sanitation, health and work<strong>in</strong>g conditions<br />

affected more dimensions of people’s lives than the<br />

<strong>in</strong>novations associated with <strong>in</strong>formation technologies<br />

dur<strong>in</strong>g 1970-2014, which focused more narrowly on<br />

enterta<strong>in</strong>ment, communication and process<strong>in</strong>g of<br />

<strong>in</strong>formation.<br />

Investments <strong>in</strong> creat<strong>in</strong>g a digital economy may not be as<br />

productive <strong>in</strong> <strong>in</strong>creas<strong>in</strong>g economic growth relative to<br />

<strong>in</strong>vestments <strong>in</strong> the real economy. This <strong>in</strong>sight is be<strong>in</strong>g<br />

lost, for sure, <strong>in</strong> the current hype about digitization <strong>in</strong><br />

India, as illustrated <strong>in</strong> the follow<strong>in</strong>g. The designs for<br />

Amaravati, the new state capital of Andhra Pradesh<br />

which aim at creat<strong>in</strong>g a ‘smart city’ with fiber optic<br />

connectivity, ignore the fact that its foundations are<br />

be<strong>in</strong>g built over natural dra<strong>in</strong>s. This will <strong>in</strong>crease the risk<br />

of flood<strong>in</strong>g from the nearby river and ra<strong>in</strong>s. It would<br />

have been smart to learn that lesson from the experience<br />

of floods <strong>in</strong> 2015 which devastated Chennai, a city of<br />

over 10 million people. In Chennai, over the years,<br />

pav<strong>in</strong>g over with concrete has reduced the wetlands from<br />

around 600 to 27. In another <strong>in</strong>stance, to quote<br />

columnist Tavleen S<strong>in</strong>gh, “the district collector of<br />

Malappuram <strong>in</strong> Kerala declared Nedumkayam as India’s<br />

‘first cashless tribal village’ by transferr<strong>in</strong>g Rs. 5<br />

digitally <strong>in</strong>to the accounts of 27 people. This was<br />

technically enabled by provid<strong>in</strong>g WiFi facilities that later<br />

turned out to be ephemeral. This ‘digital’ dream village<br />

has neither water nor toilets. This is true of many of our<br />

6,00,000 villages, so mak<strong>in</strong>g Swachh Bharat (“Clean<br />

India”) a reality is a huge challenge”<br />

CONCLUSION<br />

Prime m<strong>in</strong>ister Modi’s government is mak<strong>in</strong>g big bets on<br />

digital technologies to deliver higher economic growth.<br />

They have to put <strong>in</strong> place clear, support<strong>in</strong>g policies and<br />

make complementary <strong>in</strong>vestments <strong>in</strong> education and<br />

<strong>in</strong>frastructure. Moreover, policy makers have to<br />

recognize that the brick and mortar economy is still as<br />

important - if not more - as the digital economy.<br />
