Pan-Pacific Conference XXXIV. Designing New Business Models in Developing Economies

This publication represents the Proceedings of the 34th Annual Pan-Pacific Conference being held in Lima, Peru May 29-31, 2017. The Pan-Pacific Conference has served as an important forum for the exchange of ideas and information for promoting understanding and cooperation among the peoples of the world since 1984. Last year, we had a memorable conference in Miri, Malaysia, in cooperation with Curtin University Sarawak, under the theme of “Building a Smart Society through Innovation and Co-creation.” Professor Pauline Ho served as Chair of the Local Organizing Committee, with strong leadership support of Pro Vice-Chancellor Professor Jim Mienczakowski and Dean Jonathan Winterton.

II.<br />

OPPORTUNITIES FOR TRADE AND<br />

INVESTMENT<br />

APEC total trade (goods and services) has <strong>in</strong>creased<br />

more than 6.7 times to US 20 trillion between 1989<br />

and 2015. Figure 1 shows the substantial <strong>in</strong>crease<br />

<strong>in</strong> the value of exports between Lat<strong>in</strong> America and<br />

Asia from 2000 to 2014.<br />

One of the limitations that Lat<strong>in</strong> America currently<br />

faces <strong>in</strong> its <strong>in</strong>teraction with Asia is not the volume<br />

but the nature of its trade flows. Imports from Asia-<br />

<strong>Pacific</strong> consist of manufactures, while Lat<strong>in</strong><br />

American and Caribbean (LAC) exports consist<br />

ma<strong>in</strong>ly of primary commodities.<br />

Despite this, LAC is beg<strong>in</strong>n<strong>in</strong>g to export a range of<br />

products to Asia-<strong>Pacific</strong> (fisheries products and pig<br />

meat; electronic microcircuits; telecomunications<br />

equipment and data process<strong>in</strong>g manch<strong>in</strong>ery – among<br />

others). This grow<strong>in</strong>g trade suggests that Lat<strong>in</strong><br />

America is beg<strong>in</strong>n<strong>in</strong>g to <strong>in</strong>tegrate <strong>in</strong>to the extensive<br />

supply cha<strong>in</strong> networks prevalent <strong>in</strong> the Asia <strong>Pacific</strong><br />

region [1].<br />

III. CHALLENGES AND<br />

OPPORTUNITIES<br />

In terms of opportunities we see three l<strong>in</strong>es of<br />

action: mak<strong>in</strong>g use of exist<strong>in</strong>g platforms to advance<br />

cooperation between the two regions. For <strong>in</strong>stance<br />

APEC could leverage its Economic and Technical<br />

Cooperation (ECOTECH) and Trade and<br />

Investment Liberalization and Facilitation (TILF)<br />

agenda. In a similar way, the Forum for East Asia-<br />

Lat<strong>in</strong> America Cooperation (FEALAC) could serve<br />

as a venue for dialogue between the two regions [4].<br />

Secondly, there are numerous specialized forums <strong>in</strong><br />

both regions but they have little <strong>in</strong>teraction despite<br />

address<strong>in</strong>g similar topics. A part of the South-South<br />

cooperation programs could be devoted to<br />

facilitat<strong>in</strong>g collaboration between them. Last but not<br />

least, regular bridges could be established between<br />

bus<strong>in</strong>ess schools, with an active component devoted<br />

to the exchange of students, researchers and<br />

teachers. Recent developments <strong>in</strong> <strong>in</strong>formation<br />

technology now allow effective ways of onl<strong>in</strong>e<br />

collaboration that were previously unth<strong>in</strong>kable.<br />
