will enable <strong>Malaysia</strong> to become an educational<br />
hub for the entire region. To raise awareness of<br />
the benefits of e-Learning, the Education Ministry<br />
has been promoting educational online content.<br />
To date, a total of 4,166 educational programmes<br />
and education-related programmes have been<br />
uploaded onto EduWebTV.<br />
The e-Healthcare EPP aims to connect all medical<br />
institutions to the Healthnet platform that hosts<br />
productivity applications for healthcare providers<br />
and gives companies and patients access to<br />
healthcare-related services. E-Healthcare also<br />
encompasses the deployment of IT equipment to<br />
medical institutions and the roll out of applications<br />
for personal and remote monitoring of chronic<br />
diseases. To date, a total of 1,156 public health<br />
facilities have been connected with a broadband<br />
speed of 2Mbps. Educating the public on<br />
healthcare is the MedikTV channel project. Under<br />
the first phase of the project, Medic Channel has<br />
deployed 1,410 42-inch television sets to 168 hightraffic<br />
locations nationwide. The expected annual<br />
viewership is estimated at 24.9 million.<br />
The e-Government EPP uses ICT technology to<br />
enhance access and delivery of Government<br />
services to the public and businesses. Currently,<br />
more than 3,000 Government applications are<br />
available online, in line with the goal of zero counter<br />
services by 2020. MyEmail project was launched<br />
to enable a secured communication channel to<br />
Government e-Services that is accessible through<br />
all devices. To date, the service had garnered more<br />
than 7,000 users.<br />
The goal of EPP 7 is to increase broadband<br />
accessibility by designating broadband access as<br />
an essential utility for consumers and bridging the<br />

digital divide. The local councils of Kuala Lumpur<br />
and Kota Kinabalu have adopted the ‘Connected@<br />
City’ programme to increase broadband adoption<br />
among SMEs and businesses through an annual<br />
license renewal requirement. The Mayors of<br />
the two cities have announced that business<br />
operators (e.g. food and beverages outlets, hotels,<br />
universities, shopping malls) are encouraged<br />
to offer wireless internet facilities. Under the<br />
KL Wireless Metropolitan project, about 1,500<br />
Wireless@KL access points have been installed<br />
in about 700 locations and in and around Kuala<br />
Lumpur. Registered users can access in a Wi-Fi<br />
zone with a laptop or tablet. Until June 2011, about<br />
387,254 users have registered with Wireless@KL.<br />
The EPPs aims to drive up broadband subscription<br />
outreach level in non-urban areas to as much as<br />
90% of households in 2020, resulting in 3.4 million<br />
new broadband subscribers. The Community<br />
Broadband Centre initiative led by <strong>Malaysia</strong><br />
Communication and Multimedia Commission<br />
(MCMC) focuses on providing ICT services to<br />
the community in rural areas. To date, there are<br />
252 centres in operation nationwide, providing<br />
internet services at a very affordable rate to the<br />
rural community. Another initiative led by MCMC<br />
is the Kampung Tanpa Wayar service which has<br />
been commissioned in more than 1,300 villages<br />
and 215 towers have been erected. A total of 1,588<br />
Kampung Tanpa Wayar, Community Broadband<br />
Centres (CBCs) and Rural Wireless Towers have<br />
been commissioned in 2011.<br />
Extending the regional network, EPP aims to increase<br />
bandwidth capacity and reduces Internet Protocol<br />
(IP) transit costs and bandwidth price. Under<br />
this EPP, three projects are underway. The first<br />
is the formation of a consortium comprising 24<br />
