cost per employee had significantly increased in<br />

2011 by 6.9% compared with only 2.9% during<br />

the previous year (2010). Although this sub-sector<br />

experienced an increased in wages, the rate of<br />

increase was still relatively lower compared to the<br />

industry’s productivity growth which recorded<br />

10.7%.<br />

The substantial increased in the productivity level<br />

and growth in refined petroleum sub-sector was<br />

mainly due to substantial reduction in the unit<br />

labour cost experienced by the sub-sector over<br />

the past several years. The sub-sector experienced<br />

further decline in its unit labour cost at 9.9% in<br />

2011(Figure 7.8d). Labour efficiency experienced<br />

by the sub-sector was due to the nature of the<br />

business operations which require highly skilled<br />

workers.<br />

Oil and gas industry was selected as one the<br />

NKEAs due to its potential growth and significant<br />

contribution to the national economy. Under the<br />

NKEA strategies, 12 EPPs have been identified to<br />

be developed across four areas such as sustaining<br />

oil and gas production; enhancing growth in<br />

downstream; making <strong>Malaysia</strong> the number one<br />

Asian hub for oil field services; and building a<br />

sustainable energy platform for growth. This is<br />

aimed at creating employment opportunities<br />

where by 2020, more than 52 thousand jobs will<br />

be materialised and 40% of these are highly skilled<br />

jobs.<br />

The progress reported for EPP related to enhance<br />

oil recovery (EOR) in 2011, include investment<br />

to regenerate mature facilities and undertake<br />

enhanced oil recovery activities. Efforts will also<br />

be made towards the establishment of the largest<br />

fabricator in the country covering 488 acres with<br />

a production capacity of 69.7 thousand metric<br />

tonnes per year.<br />

For energy efficiency EPP, the Ministry of Energy,<br />

Green Technology and Water (KeTTHA) has<br />
