NATION’S QUALITY OF LIFE ASPIRATION<br />
enhancement in productivity will subsequently<br />
leads to improvement in national competitiveness<br />
ranking. To sustain such competitiveness ranking,<br />
it is imperative that initiative such as modernising<br />
business regulations be institutionalised.<br />
At the firm level, it is pertinent that continuous<br />
enterprise innovation and adopting the relevant<br />
business excellence framework be pursued in<br />
order to ensure a better quality of life. Towards this<br />
end, the Tenth <strong>Malaysia</strong> Plan has identified <strong>MPC</strong><br />
to lead the review of business regulations and<br />
enterprise innovation. As such, <strong>MPC</strong> is currently<br />
being organised along a five-departmental model<br />
comprising Global Competitiveness, Regulatory<br />
Review, Knowledge Management, Enterprise<br />
Innovation, and Business Excellence to meet its<br />
requirements.<br />
The roles of the five departments are explained<br />
below:<br />
1. Global Competitiveness (GC).<br />
• Develop global and national macro<br />
economic knowledge based upon <strong>Malaysia</strong>’s<br />
competitiveness ranking.<br />
• Expands such ranking and analysis to<br />
state level benchmarking and support<br />
international benchmarking for regulatory<br />
review.<br />
2. Regulatory Review (RR)<br />
• Monitor, review, assess and provide<br />
recommendations for policy/regulatory<br />
changes and on new regulations to enhance<br />
national productivity and innovation.<br />

• Provide support for existing committees on<br />
facilitating businesses.<br />
3. Enterprise Innovation (EI)<br />
• Improve innovation at companies by creating<br />
and implementing ecosystems to address<br />
the entire innovation value chain.<br />
4. Business Excellence (BE)<br />
• Measure and certify companies and<br />
showcase role models to spur competition<br />
and set best practices for others to emulate.<br />
• Set and enhance innovation standards with<br />
the Health Check Framework.<br />
5. Knowledge Management (KM)<br />
• Create knowledge base with productivity<br />
and industry reports and provide fact based<br />
on productivity and innovation.<br />
• Support Regulatory Review and Enterprise<br />
Innovation with research output.<br />
ENHANCING MALAYSIA’S<br />
COMPETITIVENESS<br />
Recent global development and uncertainties<br />
would certainly have a direct impact on <strong>Malaysia</strong>’s<br />
economic growth not only in the short-term but<br />
also in the long-term as well. In this regard, <strong>Malaysia</strong><br />
will have to define and strengthen its strategic<br />
initiatives if it aims to sustain its competitiveness<br />
in the long-run.
