Hence, <strong>MPC</strong> will be the agency that spearheads and<br />
monitors <strong>Malaysia</strong>’s competitiveness performance<br />
in undertaking various initiatives to ensure that<br />
<strong>Malaysia</strong>’s aspiration of being a high income nation<br />
by the year 2020 is on the right track. The initiatives<br />
are outlined under four main activities as follows:<br />
• Collaborate to Compete<br />
Enhancing <strong>Malaysia</strong>’s competitiveness to achieve<br />
the aspirations of being the Top 5 in the World<br />
Competitiveness Yearbook, Top 10 in the Doing<br />
Business Report as well as to progress into the<br />
Innovation Driven Stage of Development in the<br />
Global Competitiveness Report by 2015 requires<br />
concerted efforts of all ministries and agencies.<br />
As such, a taskforce and a working group have<br />
been set up under the auspices of Ministry of<br />
International Trade and Industry (MITI) to enhance<br />
<strong>MPC</strong>’s role in monitoring <strong>Malaysia</strong>’s competitive<br />
performance and to formulate strategies to further<br />
enhance <strong>Malaysia</strong>’s competitiveness.<br />
• Managing Perception Issues<br />
In determining a nation’s competitiveness<br />
position, quantitative and qualitative data<br />
are taken into consideration. Qualitative or<br />
perception data are collected to complement nonquantifiable<br />
elements as documented by both<br />
the World Competitiveness Yearbook and Global<br />
Competitiveness Report. It is therefore crucial<br />
that continuous engagement at various levels be<br />
carried out to provide information on the latest<br />
development and Government initiatives through<br />
continuous communication and interaction with<br />
business community and the public.<br />
CHAPTER 9<br />
• Hard Data Verification<br />
Accurate and updated data is of utmost importance<br />
in a report. Issues relating to the hard data of the<br />
WCY have been identified as another initiative<br />
to be addressed by <strong>MPC</strong>. Among the action<br />
plans to be continuously undertaken are data<br />
verification at the ministry level and engagement<br />
with international data sources will be continually<br />
carried out.<br />
• Engagement Activities<br />
International partnership and collaboration aim<br />
to foster long-term collaborative arrangements<br />
between <strong>MPC</strong> as a partner institute with<br />
international ranking agencies, research houses<br />
and consultants. It is hoped that through such<br />
engagement, <strong>MPC</strong> will be able to increase its<br />
outreach in the international landscape which<br />
would serve as a source of reference to help the<br />
Government and business communities.<br />
The unique network between <strong>MPC</strong> and the ranking<br />
agencies would give <strong>MPC</strong> the extra mileage in<br />
terms of understanding the challenges facing<br />
the global business environment and the various<br />
frameworks used in analysing competitiveness.<br />
MODERNISING BUSINESS REGULATIONS<br />
<strong>MPC</strong> has been entrusted in the Tenth <strong>Malaysia</strong> Plan<br />
to spearhead initiative on modernising business<br />
regulations through PEMUDAH, for upgrading<br />
quality of existing regulations and National<br />
Development Planning Committee (NDPC) and<br />
<strong>MPC</strong> for improving quality of new regulations. <strong>MPC</strong><br />
