The MADA “estatisation” model will be replicated to<br />

scale up paddy farming and improve productivity<br />

in other granaries such KADA, Batang Lupar in<br />

Sarawak and Kota Belud in Sabah, particularly<br />

in the provision of incentives to encourage<br />

outsourcing of land management and the setting<br />

up of an integrated rice corporation. In granaries<br />

managed by Integrated Agriculture Development<br />

Authorities (IADA), the focus during the initial<br />

stage will be on providing incentives to encourage<br />

outsourcing of land management.<br />

In Sekinchan however, farmers have been using<br />

the mini-estate approach in managing their fields<br />

where strict standard operating procedures are<br />

observed. For example, all farming activities such<br />

as planting, fertiliser and insecticide application,<br />

harvesting, etc. are performed simultaneously.<br />

The average net production is eight tonnes per<br />

hectare 5 .<br />

The national self sufficiency level of beef will be<br />

raised to 40% in 2020. Three companies have been<br />

identified to import cattle for distribution to the<br />

eight satellite farms managed by the former in<br />

Negeri Sembilan, Kelantan and Johor. In addition,<br />

there are another 53 feedlot operators in the TKPMs<br />

throughout the country. The total number of cattle<br />

was 16,826 heads, and total beef production was<br />

1,429 tonnes in 2011.<br />

Under the dairy EPP, the focus is towards the<br />

mechanisation of milk processing to produce grade<br />

Milk Programme for poor primary school children<br />

in the rural areas. A total of 12 million litres of milk<br />

was produced in 2011.<br />
