TERMINOLOGY AND DEFINITION<br />

Australian Government <strong>Productivity</strong> Commission<br />

The Australian Government <strong>Productivity</strong> Commission (AGPC) constitutes the Australian Government’s<br />

independent research and advisory body on a range of economic, social and environmental issues<br />

affecting the welfare of Australian citizens. It reviews existing regulations and undertakes comprehensive<br />

research on important policy issues, for instance, identifying the drivers or factors influencing productivity<br />

and trade regulations.<br />

Business Licensing<br />

Business licensing is a term that is normally used to describe an ex-ante process of approval for a firm’s<br />

core business activity. In the context of regulatory review, business licensing is a process of approving a<br />

firm’s core business activity prior to the official granting of a business license to commence operation.<br />

Business Licensing Electronic Support System<br />

Business Licensing Electronic Support System (BLESS) is a portal that provides information and facilitates<br />

companies to apply licenses or permits to start operating business in <strong>Malaysia</strong>. It is a virtual One-Stop<br />

Service Centre that assists companies to obtain business licenses on a timely and organized manner.<br />

BLESS is developed and administered by the Implementation Coordination Unit (ICU), Prime Minister’s<br />

Department, <strong>Malaysia</strong>.<br />

Business Process Re-engineering<br />

Business process re-engineering (BPR) refers to the analysis and design of workflows, processes, business<br />

process redesign, business transformation or business process change management.<br />

Code of practice<br />

Code of practice is simply a set of rules specifying appropriate conduct or behavior for certain aspects of<br />

business. Generally, the set of rules are not mandatory or compulsory. However, in certain countries (for<br />

example United Kingdom), code of practice refers to a set of formally binding rules issued by a body of<br />

an agency and they are known as mandatory codes of conduct.<br />

Compliance costs<br />

Compliance costs are basically the direct additional costs to businesses for undertaking the various<br />

tasks associated to complying with government regulations. They are not just merely the direct charges<br />

or fees imposed by the government but also include any costs arising from the necessity of having to<br />

comply with the regulations concerned, for example facilitating inspection.<br />
