PRODUCTIVITY PERFORMANCE OF THE AGRICULTURE SECTOR<br />
MADA, such as the small average size of farms, low<br />
average yield, low irrigation intensity, and an aging<br />
farming community will be addressed directly.<br />
The SPV jointly established by MADA and<br />
Beras Nasional (BERNAS) will be involved in the<br />
management of the entire value chain, from seed<br />
supply to rice processing and wholesaling. In<br />
the “estatisation” of farmers’ fields, the latter will<br />
be consolidated into economic-sized parcels of<br />
100 hectares to achieve economies of scale. With<br />
commercial scale farming, improved irrigation<br />
intensity, and the use of new technology, paddy<br />
yield is expected to increase to eight tonnes per<br />
hectare by 2020. The management of farmers’ land<br />
will be outsourced to the SPV using three models<br />
of land management, namely: fixed rental, profit<br />
sharing and fixed management fee models.<br />

farms. Irrigation intensity will be improved to<br />
30 metres per hectare in areas with the highest<br />
potential yield gain. MARDI, in collaboration with<br />
a Multi National <strong>Corporation</strong> (MNC), has launched<br />
the Clearfield Production System for rice which<br />
combines high-yielding seeds (MR220 CL1 and<br />
MR220 CL2) with broad-spectrum herbicides for<br />
efficient, season-long weed control and improved<br />
crop quality. The adoption of technologies across<br />
the value chain, from seed production to milling,<br />
will increase productivity and yield, and in turn,<br />
farmers’ incomes.<br />
Insofar as land consolidation is concerned, 2,932<br />
landowners have signed agreements to outsource<br />
the management of 5,016 hectares for the<br />
implementation of estate farming through the SPV.<br />
Surveying, designing and planning activities for<br />
the improvement of the irrigation infrastructure<br />
began in 2011, and 199 hectares of land have been<br />
acquired for this purpose.<br />
