The commanders <strong>the</strong>n send <strong>the</strong> target's coordinates to a U.S. bomber pilot in <strong>the</strong> area,<br />
who punches <strong>the</strong> coordinates into <strong>the</strong> computer of a "smart bomb." The bomb is fired and explodes<br />
within 3 feet of <strong>the</strong> target.<br />
"This sounds like science fiction, but it's really happening," said William M. Arkin, a defense<br />
consultant and adjunct professor at <strong>the</strong> U.S. Air Force School of Advanced Air Power<br />
Studies. More striking still, <strong>the</strong> whole process—from finding <strong>the</strong> target to dropping <strong>the</strong> bomb—<br />
takes 19 minutes. During <strong>the</strong> Gulf War, assigning a particular bomb to a particular target took<br />
three days.<br />
This is called Network Centric Warfare. Clinton's military brought it to fruition. It's about<br />
giving <strong>the</strong> on-scene commanders a much clearer picture of <strong>the</strong> battlefield. Let's take a look at<br />
how many tanks were involved: 0. Ships: 0. Yes, <strong>the</strong>re was one tactical aircraft. But also a<br />
horse.<br />
Quickly, let's compare <strong>the</strong> military budgets of Lincoln and Reagan.<br />

Why did Reagan gut our military? Was it because <strong>the</strong>re was no evidence that <strong>the</strong> Soviet Union<br />
represented a threat to America and our friends and allies? No. It was because Ronald<br />
Reagan loa<strong>the</strong>d our military. After all, he did dodge <strong>the</strong> draft during World War II. He<br />
"served" in <strong>the</strong> filmmaking department, starring in <strong>the</strong> 1942 comedy, Juke Girl alongside<br />
Ann Sheridan. Its tagline: "Sure she's easy to meet ... but try and forget her!"<br />
In addition to falling down on <strong>the</strong> horse front, Reagan provided absolutely no funding<br />
for two of <strong>the</strong> o<strong>the</strong>r key elements of our war in Afghanistan. The Predator, a UAV (Unmanned<br />
Aerial Vehicle), which went into production in 1997 and which was first used in<br />
Kosovo, and <strong>the</strong> JDAM: <strong>the</strong> Joint Direct Attack Munition.<br />
A word about JDAMs. During <strong>the</strong> first Gulf War, our "smart bombs" were laserguided<br />
bombs that cost over $100,000 each. A JDAM, which costs $20,000, is a recycled<br />
Cold War "dumb bomb" that has a Global Positioning System guidance unit strapped to it.<br />
