FINES N.V. is a Belgian ESCO created in 1997 which offers relighting services to high<br />

lighting density sites on a turn-key basis. Most of their customers are local authorities<br />

(swimming-pool, sportcenter, …) but FINES also works for the industry or office buildings.<br />

The turn-key scheme is essential to the realisation of the energy savings because it is the only<br />

way by which the customer will consider launching such works requiring technical capability,<br />

experience and management.<br />

In order to make an offer, FINES does a free pre-feasibility study to prove the project can<br />

save enough energy to save money with a reasonable payback time. If the client agrees to<br />

continue, he can define exactly what their needs are in order to make a full feasibility study.<br />

When this study is positive the client is expected to continue the cooperation and it ends<br />

normally in a contract. If the client decides to cancel the project, he must pay the study costs<br />

so far.<br />

The ESCO principally acts on ballasts, lamps (T8 and T5) and on luminaries (reflectors). The<br />

comparison with the pre-existing situation is very easy in this case (metering of consumption<br />

in operation mode). Nevertheless, additional savings can be reach using lighting management<br />

devices (occupancy sensors, dimming systems, etc…). These extra savings depend on other<br />

factors, for instance occupants’ behaviour or daylight intensity, and are therefore more
