Cîøtigarea libertæflii pare sæ fifost înfleleasæ øi ca o cîøtigare a dreptului de a nu ræspunde pentru comportamentelesau convingerile noastre: de a nu ræspunde de ele nici în fafla celorlalfliøi nici în fafla tribunalului rafliunii ori a unei conøtiinfle preocupate de propria-icoerenflæ. Abandonul mai poate sæ capete forma întreruperii capricioase oriforflate a legæturilor cu ceilalfli, ori cel puflin a unui anumit tip de legæturi, darøi forma renunflærii de bunævoie la convingeri, credinfle, valori pe care, nucu mult timp în urmæ, le consideram dobîndite pentru totdeauna.Între toate aceste forme øi modulaflii ale abandonului, cea mai dramaticæ,mai spectaculoasæ øi mai gravæ prin urmærile sale este abandonul copiilor.De ani buni încoace, televiziunile øi presa ne înfæfliøeazæ, în tranøe adeseainsuportabile, exemple de copii depuøi pe marginea drumului, ca niøte obiectedevenite inutile, copii descoperifli în situaflii care nu ar face cinste nici regnuluianimal, hrænifli de dobitoace, legafli în lanfluri prin satele patriei, ori copiiformînd comunitæfli întregi de homeless prin subteranele marilor oraøe.Abandonul rural øi abandonul urban al copiilor nu diferæ unul de altul prinintensitatea cruzimii, ci doar prin instrumentele acestei torturi øi prin formelesale brutale, care nu pot trezi în spectator sau în cititor decît o revoltæ dureroasæøi neputincioasæ. Este evident cæ societatea neoliberalæ pe care oconstruim cu sîrg nu vrea sæ aibæ de-a face cu paternalismul celei anterioare,unde fiecare, de la sugar (ba chiar de la fæt) øi pînæ la pensionar, era luat îngrijæ de stat. O grijæ care coinc<strong>idea</strong>, ce-i drept, cu o supraveghere strictæ avenirilor, øederilor øi plecærilor din lume, care trasa un culoar îngust, cu ziduriînalte, fiecærei existenfle. Cæderea comunismului a doborît aceste ziduri øia deschis un vast spafliu posibilitæflilor de viaflæ. Atît de vast, încît posibilul seamestecæ dezordonat cu imposibilul øi cu insuportabilul. Dacæ înainte de 1989viafla trebuia træitæ cu orice prefl, în særæcia ei uniformæ – særæcie deopotrivæmaterialæ øi simbolicæ –, dupæ acest moment de rupturæ viafla nu doar cænu trebuie træitæ, ci, redeschizînd dosarul neliniøtitor al biopoliticii moderne,uneori nici nu meritæ træitæ. Dovadæ stæ pentru aceastæ lipsæ de valoarea vieflii, ca prim semn al eliberærii de totalitarism øi al cuceririi unei pseudoautonomiiindividuale, rata uriaøæ a avorturilor din primii ani postrevoluflionarila care românii øi-au „cîøtigat dreptul“, depæøitæ doar recent de o ratæ superioaræa natalitæflii. Abandonul începe de la primele forme intrauterine alevieflii øi se continuæ imediat dupæ aceea, odatæ cu aruncarea în lume, cæpætînd,prin creøterea copilului, forme noi øi neaøteptate. El este abandon fizic,al fætului mort în gropi comune sau în tomberoane, al nou-næscutului viuîn maternitæfli sau în naturæ, abandon adesea provocat de indiferenfla cinicæa corpului medical sau a pærinflilor øi motivat de lipsa condifliilor elementareale îngrijirii. Copilul depus pe treptele primæriei sau ale polifliei este strigætulmut al pærinflilor care, incapabili sæ-øi asume funcflia biologicæ de genitori,lasæ – ca într-un ultim spasm de umanitate – nou-næscutului o øansæ de supraviefluire,cît mai departe de ei øi øtiind de-acum cît mai puflin despre el.Aceastæ formæ de abandonare fizicæ, precum øi altele, într-un registru ce nuînceteazæ sæ-øi multiplice formele, este penalizatæ juridic øi ea face obiectulunei legiferæri stricte, sub presiunea internaflionalæ.Abandonul fizic readuce în discuflie mizele dezbaterii recente asupra biopoliticii.Avînd în centrul sæu ideea vieflii nude, a vieflii la nivelul sæu cel maigoing through resignation, oblivion, ignorance, negligence, uncaring, abandonseems to cover the political extensions and the infra-political conditionsof freedom. We feel more “free” if we don’t account for what we leavebehind, if we don’t look sideways and if we don’t take into account the consequencesof our deeds. To gain freedom has also been understood as togain the right not to answer for one’s behavior or convictions: not beforethe others, the trial of reason or of a conscience preoccupied to with its owncoherence. Abandon can also take the shape of capricious or forced breakof the ties with the others, or at least of certain type of ties, but also theshape of willing renunciation convictions, beliefs, values that, not long ago,one thought acquired for ever.Among all these shapes and modulations of abandon, the most dramaticone, most spectacular and serious through its consequences is child abandon.For years now, TV and the press have been presenting, often unbearably,children left on the side of the road as useless objects, children insituations that wouldn’t be right for animals, fed by beasts, tied in chains inremote villages of the country, children gathering in homeless communitiesin the city undergrounds. Rural abandon and urban abandon of the childrenare no different for the degree of cruelty, but merely through the instrumentsof the torture and its brutal forms that cannot trigger but painful andhelpless revolt in the receiver. It is obvious that the neo-liberal society weare building hastily doesn’t want anything to do with the paternalism of theprevious one, wherein everyone, from infant (or even fetus) to retired, werecared for by the state. A kind of caring that coincided, it is true, with strictsurveillance of the comings and goings in the world, which draw the exiguousroad between too high walls of each existence. The fall of communismhas demolished those walls and opened a wide space for life possibilities.So vast that the possible mixes with the impossible and unbearable.If before 1989 life had to be lived at any cost in its uniform poverty– both material and symbolical poverty –, after this breakthrough momentlife not only mustn’t be lived but, reopening the unsettling file of modernbio-politics, sometimes doesn’t deserve to be lived. The proof of this lackof value as a first sign of freedom from totalitarianism and of pseudo-autonomyconquest, the huge rate of abortions in the first post-revolutionaryyears that the Romanian earned as a “right”, only very recently surpassed bya superior birth rate. Abandon starts from the first intrauterine life formsand goes on immediately after with raising the child in new and unexpectedforms. It is physical abandon of the dead fetus in common dumpsters, of thehealthy newborn in hospitals or nature, abandon often provoked by the cynicalindifference of the doctors or the parents motivated by the lack of basiclife and care conditions. The child left on the steps of the town hall orthe police department is the silent cry of parents who, incapable to takeon their biological mission, in a last humanitarian spasm, leave the unbornwith a chance for survival as far from them as possible and knowing nothingabout it. Physical abandon, and others, is penalized by justice and is theobject of strict law under international pressure.Physical abandon brings back into debate the recent stakes of bio-politics;having at its core the <strong>idea</strong> of bare life – life in its most elementary, metabolicform – bio-politics circumscribes a series of strategies that make the biologicalthe main preoccupation of politics. But it goes further: throughthe very expression of a theory of bio-politics, authors such as Foucault,Agamben, Negri or Lazzarato wanted to underline that in the modern world130

Iar ultima redutæ cuceritæde biopoliticæ, în aceastæ rafinare a instrumentarului separînd øi reunindmereu altfel metabolicul øi socialul, este subiectivitatea. Foucault o anunflasedeja în textele din ultimii ani, atunci cînd vorbea despre tehnologiile sinelui;ulterior, numeroøi autori au dus mai departe analiza procesului prin care bioputerilecontemporane au reuøit sæ deplaseze aceastæ limitæ înspre surselesubiectivitæflii, adeværatæ øi inepuizabilæ articulaflie între viafla nudæ øi formade-viaflæ.În termenii textului nostru, abandonul fizic øi penalizarea lui fac încæ partedin limbajul øi strategiile biopoliticii moderne, chiar „clasice“: aceea prin carestatul ia în grijæ viafla fiecæruia øi pedepseøte toate acfliunile care aduc atingerevieflii individuale sau sociale. Numai cæ anii din urmæ ne permit sæ asistæmla o diversificare a intervenfliilor biopolitice, færæ ca statul sæ fie capabil sæ asumecomplet aceastæ sarcinæ de „a face sæ træiascæ øi a læsa sæ moaræ“ (Foucault):prin ineficienfla sa (administrarea spitalelor, a asigurærilor sociale, distribuireamedicamentelor etc.), el ræspunde numai celei de-a doua pærfli a formulei.În schimb, biopolitica postmodernæ nonstatalæ intervine înspre încurajareaøi întreflinerea vieflii, prin practicile unui numær tot mai mare de instituflii careacflioneazæ atît în direcflia vieflii biologice, cît øi – element nou – în direcfliasubiectivitæflii, una care nu le înlocuieøte pe celelalte (strategiile directive øirigide ale regimului totalitar, strategiile flexibile ale democrafliei liberale), cile completeazæ, le îmbogæfleøte øi le eficientizeazæ. În interstifliile acestor noistrategii, în egalæ mæsuræ cauzæ øi efect al lor, ia naøtere cealaltæ formæ deabandon, pe care aø numi-o abandonul soft.El nu presupune despærflirea sau îndepærtarea de persoana indezirabilæ saude copilul ce nu poate fi crescut; el nu are forma traumei pe care o provoacæavortul, plasarea copilului într-un centru specializat sau neputinfla realæde a asuma creøterea propriilor copii; el nu dæ naøtere unei întregi populafliide orfani, de copii ai stræzii, øi nu cunoaøte fenomenele (delincvenfla, de pildæ)pe care abandonul fizic le induce, fie øi indirect. Abandonul soft nu capætæaceastæ formæ negativæ a rupturii øi nu face obiectul niciunei penalizæri, dethereis an apparently impossible distinction between two “lives” of the individualor of the population: simple, brute, biological life and qualified life,“form-of-life” according to Agamben. Insisting on the separation betweenthe two levels of life, these authors have shown that, beyond their sometimesmajor differences, a technical-political intervention is now possiblein the gap between biologic and social. It can be political but bio-powersare not only political: they can be scientifical, military, economical, etc.We witness today the multiplication and liberation from state control of suchpowers capable to fix on the thin line between bare life and form-of-life andoperating on the first in order to best determine the second. 1 Moreover, theefficiency of these powers comes from their capacity to define the limit andshift it permanently, to push it as deep as possible in the biological, identifyingor placing there – through infallible genetic determinism – the possibilityconditions of any form-of-life. And the last conquest of bio-politics, in thisrefinement of the tools separating and reuniting the metabolical and thesocial is subjectivity. Foucault had foretold it in his last texts when he spokeof self technologies; numerous authors have carried further the analysisof the process through which the contemporary bio-powers have managedto shift this limit toward the sources of subjectivity, true and inexhaustiblearticulation between bare life and form-of-life.In this essay, the physical abandon and its punishment are still a part of thelanguage and strategies of the modern, even “classical”, bio-politics: thestate takes care of each and everyone’s life and punishes the actions againstindividual or social life. The communist regime itself had behaved accordingto bio-politics when it regularized draconically and with disastrous consequencesbirth control in the ’70s. Not only the recent years mark a diversificationof the bio-political interventions without the state being able tocompletely take on the task “to make live and let die” (Foucault): through itsinefficiency (hospital administration, social security, medicine distribution,etc.) it only answers the second part of the sentence. In exchange, postmodernnon-state bio-politics intervenes to encourage and support life throughan increasing number of institutions that work both for biological life and– new element – for subjectivity, which doesn’t replace the others (directiveand rigid strategies of the totalitarian regime, flexible strategies of liberaldemocracy), but fulfills them, makes them rich and efficient. In the intersticesof these new strategies another form of abandon is born, as bothcause and effect, something I’d call soft abandon.It doesn’t suppose the separation from the unwanted person or the childthat cannot be raised. It is not the traumatism of the abortion, the givingaway of the child for foster care or the real incapacity to raise one’s kids.It doesn’t trigger the constitution of an orphan population, children of thestreet, and doesn’t know phenomena (such as delinquency) that the physicalabandon induces. Soft abandon hasn’t a negative form, is not a rupture andis not the object of some punishment unless in extreme cases. But, throughthe recent developments of our societies, especially the post-communistones, it is a wide spread phenomenon with yet unsuspected consequencesin the long run.We don’t speak of it as an exception, like in the case of individual tragediesor a political-juridical phenomenon, but as a daily fact, common for thousandsof families that have reached some prosperity lately, caught in theroutine home-work-spare time. The families with children are the youth(15–25 years old) of the 1990s. They have tasted the freedom regained andnever lost the feeling completely. In what they do or feel there is still a131
