Most European countries seemto have their own curators representing each nation on one ofthe numerous biennials, which grow like mushrooms out of theearth. Yet it seems that the development of this process could nothave happened without the efforts of a few specialized institutions(and individuals), fostering the visibility of art production from specificsections of the globe. In Austria, there have been several ofsuch initiatives like KulturKontakt in Vienna or the driving forcesbehind the art magazine springerin: Hedwig Saxenhuber and GeorgSchöllhammer.It took until the end of the twentieth century to organize majorexhibitions such as After the Wall, focusing entirely on the work ofartists from the former communist countries which had undergoneenormous changes within only one decade. Although such attemptshave been criticized for pigeonholing the art scene(s) of a particularregion with the label “East”, they were necessary to raise publicconsciousness for hitherto neglected artistic practices. Most of theseundertakings went hand in hand with the migration of inhabitantsfrom these countries, artists who had mingled with their colleaguesin the West but never discontinued to focus on the history anddevelopment of their native land. Hence, it became necessary tofocus on Europe’s transformed and self-transforming political andartistic geographies, because in times of real socialism, artists fromthe East often had less contact with one another than with exponentsof the international art world.Another reason to concentrate on the art production of Easternand South-Eastern Europe derives from the geographical situationof some (Central European) countries, whose common history hasled to similar behaviorist patterns or what you could call a certain“sense of life”. And such a feeling or notion of life has been takenup by < rotor > in regard of Austria’s history and its close connectionsto the Balkans. After establishing a preliminary exhibitionspace for < rotor > in 2000 with a mixed program of internationalartists and a focus on Central and Eastern Europe, the exhibitionseries between 2002 and 2003 was entirely dedicated to the spiritof the “Balkans”.Balkan Konsulat was the title of one and a half years of processorientedexhibition making, video-screenings, DJ-ing as well aspublic appearances by representatives of the art scenes fromEastern and South-Eastern Europe. Starting from the geographicalposition in the middle of Europe and the historical connectednessof many countries within the Austrian-Hungarian Empire with itsmixing of peoples, traditions and cultural values, the spirit of theBalkans could always be found throughout Austria. However, therehave not been many context-based exhibition sites dealing with thisgeographical region on a regular basis. In this respect, the work of< rotor > association for contemporary art in Graz and its collaborativeties to almost all neighboring countries in the east, south, andnorth made the Serbian artist Uroš Djuric’ call this institution the“Balkan Konsulat” (consulate) in 2001, referring to the hybrid oflanguages one can hear during the setting up of exhibitions as wellas the spirit that provides many of the represented artists with thefeeling of being “at home”.And this feeling made the curator duo Makovec & Lederer becomeinvolved in a process of collaborations with curators from differentcities in Serbia & Montenegro, Russia, the Czech Republic, Turkey,Bosnia & Herzegovina, Hungary, and Russia. With the support ofSarajevo curator Lejla Hodžic’, Balkan Konsulat started out in fall2002 and ironically formulated an antithesis to Weibel’s major showIn Search of Balkania, which took place at Neue Galerie Graztowards the end of 2002. What the Balkanic notion amounts to is acertain notion of life or rather a metaphor for what in Slavoj Žižek’swords always constitutes the “Other, being located somewhere else,always a little further”. 3 This metaphoric component has been takenup with a lot of humor and reflective potential by < rotor >, whichrecently published the catalogue documenting the whole project.80

In Žižek’s sense, the curators saw it necessary to understandthe project rather as an “investigation into the borders of theBalkans” because “on the part of the Balkan Konsulat nobody claimsthat the invited guests were inhabitants of the Balkans”. 4From a historical perspective, the links between the Balkanic andthe Central European development seem to center on commonground. This, for example, led to the presentation of Belgrade artistRaša Todosijevic’’s piece, Homage to Eduardo Spoletti, an installationconsisting of two rows of tables arranged in the form of a swastika.Serving Serbian bean soup on the occasion of the openinginvited to a cheerful gathering on the one hand, but opened thediscussion about everyday fascism and war-inflicted atrocities on theother. In the same room, Tanja Ostojic’’s Crossing Over bridged thegap to the present reality of fusing a European identity. The videodocumented her long-time project Looking for a husband with a EUpassport, which problematizes the legal choice of one’s partner aswell as the place of residence on European territory.To avoid a concentration on nation-based identities and thus anotherstigmatization of Eastern European art, the representation of artscenes from selected cities promoted an open, discursive fieldof interaction, which has been shown several times. On a formal level, the < rotor > team extendedthe spatial limitations of the gallery to exterior branches in orderto present special video or DJ nights as well as a forum of directconfrontation with the public. The latter can be seen through severalinterventions, such as Ján Mančuška’s alterations of surface structureson the tables of a bar or two billboards in a public square,which were produced in cooperation with museum in progress,giving artists the chance to have their works shown not only in Graz,but also in the respective cities of the consulate as well as in newspapersand magazines such as Dan Perjovschi’s drawings in theAustrian daily Der Standard and the Czech weekly Respekt (as partof the Hungarian section).Thus, the Balkan Konsulat became visible in various medial distributionchannels, focusing on the changing experiences with time and81
