Technical Reconstruction Recommendations<br />

Rehabilitate hydraulic assets <strong>and</strong> increase the drainage capacity in order to restore<br />

<strong>and</strong> improve flood control structures to a safe operating st<strong>and</strong>ard, in line with the Royal<br />

Initiative <strong>for</strong> Flood Management. In conjunction, systems should be established to ensure<br />

regular review of the critical flood control infrastructure status, both by the operator <strong>and</strong> by<br />

independent review panels, to examine problems relating to sustainable operations <strong>and</strong><br />

maintenance.<br />

Undertake a design review of critical flood embankments such as the King’s Dike in<br />

Bangkok, <strong>and</strong> the Ring Dike around the industrial parks (Figure 6), drainage canals <strong>and</strong><br />

pumping stations in order to strengthen the structures from 1/50 year to 1/100 year flood<br />

structures. This will require new modeling of hydrological <strong>and</strong> river morphological analyses<br />

<strong>and</strong> design reviews.<br />

Carry out dam safety reviews <strong>for</strong> the three large dams, including updating the reservoir<br />

operations <strong>and</strong> maintenance procedures. In order to ensure the utmost in public safety,<br />

dams should be systematically analyzed using an internationally accepted method of dam<br />

Portfolio Risk <strong>Assessment</strong>.<br />

Engage a panel of local <strong>and</strong> international flood experts to: 1) conduct an analysis of<br />

the 2011 floods to establish an underst<strong>and</strong>ing of the likelihood of a similar event occurring<br />

in the future, <strong>and</strong> highlight lessons learnt, <strong>and</strong> 2) provide recommendations to the recently<br />

established Strategic Committee on Water Management regarding preparedness measures<br />

that would allow Thail<strong>and</strong> to effectively manage extreme flood events in the future.<br />

During the review, particular attention should be given to the collapse of dikes – particularly<br />

around the Ayuthaya industrial estates – in order to learn lessons on how to improve<br />

the quality of such flood defense works in the future.<br />

Strengthen the flood <strong>for</strong>ecasting <strong>and</strong> early warning systems that would refocus the<br />

system on monitoring <strong>and</strong> hydraulic modeling that incorporates climate change models,<br />

<strong>and</strong> is based on hazard mapping that focus on the entire basins in line with recommendations<br />

on establishing the river basin model 83 . A clear decision support system <strong>for</strong> reservoir<br />

operations would need to be built into the operational framework.<br />

Accelerate the implementation of the Royal Initiative <strong>for</strong> Flood Management which<br />

provides a framework <strong>for</strong> water resources <strong>and</strong> flood risk management.<br />

Update <strong>and</strong> implement the Integrated Plan <strong>for</strong> Flood Mitigation in the Chao Phraya<br />

River Basin.<br />

Invest in floodwater management systems such as small <strong>and</strong> medium reservoirs, providing<br />

space to rivers, <strong>and</strong> community watershed management programs.<br />
