ing during crisis. At present, the climate is fluctuating severely; thus, it is essential to<br />

establish a National Integrated Water Resource Management Center to collect data<br />

on water resource, including areas, statistics, current status, <strong>for</strong>ecast <strong>and</strong> researches,<br />

<strong>for</strong> the preparation of a warning, monitoring <strong>and</strong> weather <strong>for</strong>ecasting system to<br />

prevent any future disaster that could occur at any time. The center will also have<br />

high per<strong>for</strong>mance computerized system <strong>and</strong> network system that can provide<br />

effective in<strong>for</strong>mation service 24 hours.<br />

4. Water Resource Management <strong>for</strong> drought <strong>and</strong> flood<br />

prevention <strong>for</strong> communities outside the irrigation zone<br />

At present, there are areas <strong>for</strong> agriculture at 150 million rai, out of this amount 20<br />

percent is within irrigation zone <strong>and</strong> 80 percent is out of the irrigation zone. Hydro<br />

<strong>and</strong> Agro In<strong>for</strong>matics Institute (HAII), a public organization under Ministry of Science<br />

<strong>and</strong> Technology, together with empowered communities have development water<br />

resource management <strong>for</strong> communities outside the irrigation zone by adopting the<br />

Royal Initiatives.<br />

There are successful cases of best practice water resource management in 7<br />

communities in the north <strong>and</strong> northeast (Ban Lim Thong in Buriram, Ban None Kwang<br />

in Buriram, Ban None Rang in Nakhon Ratchasrima, Ban Pha Chan in Ubon<br />

Ratchathani, Ban Pa Sak in Chiang Mai, Ban Mae La-Up in Chiang Mai, <strong>and</strong> Ban<br />

Huay Pla Lhod in Tak). The best practices have been replicated in other 87<br />

communities, resulting in increase of income in these communities <strong>and</strong> decrease of<br />

floods <strong>and</strong> drought. There<strong>for</strong>e, it is an immediate agenda to replicate the success to<br />

other communities. It is being considered to have a measure <strong>for</strong> the local<br />

administration office to allocate 10 percent of its budget <strong>for</strong> the community<br />

management.<br />
