Losses due to the lack of participation<br />

We made case by case assumptions, assuming festivals with a religious content<br />

would maintain a stronger participation than other festival (jazz <strong>and</strong> film festival),<br />

assuming again a recovery over a one year period. It was not possible to determine<br />

a province by province because of the nature of some festivals, who have changed<br />

locations due to the floods.<br />

Needs <strong>and</strong> resilience<br />

- Were calculated on the base of the tangible heritage damage <strong>and</strong> losses<br />

(since the majority of losses are structural). We assume that the total of rehabilitation<br />

needs would correspond to 120 percent of the impact of the floods.<br />

- Training needs were calculated as 1 percent of the total impact of the floods.<br />
