SOCIAL IMPACTS ANALYSIS AND<br />

SOCIAL PROTECTION<br />

4.1 Introduction<br />

A Social Impacts <strong>Assessment</strong> (SIA) was carried out in Lop Buri, Uthai Thani <strong>and</strong> Nakhon<br />

Sawan provinces in the Central Plains area of Thail<strong>and</strong>. 140 The field guide developed <strong>for</strong><br />

the SIA focused on collecting data on the following three areas of inquiry using qualitative<br />

methodologies 141 : (i) livelihoods <strong>and</strong> coping strategies; (ii) social relations <strong>and</strong> cohesion<br />

<strong>and</strong> (iii) governance, with a particular focus on the distribution of relief assistance.<br />

The SIA has a dual objective. It aims to provide an overview of the impact of the floods in<br />

these three key areas <strong>and</strong> to put <strong>for</strong>ward a set of recommendations <strong>for</strong> the recovery <strong>and</strong><br />

reconstruction process. The recommendations presented have a specific focus on social<br />

protection <strong>and</strong> take into account the insights provided by communities visited. The team<br />

collected insights from a mix of 12 sites (one urban <strong>and</strong> three rural sites <strong>for</strong> each province)<br />

to underst<strong>and</strong> how the impact of the floods may have varied across sites. 142 A comparison<br />

of the impacts found by the team in urban <strong>and</strong> rural areas is provided in Table 83. 143<br />

Focus Group Discussions (FGD) <strong>and</strong> Key In<strong>for</strong>mant Interviews (KIIS) were held with the<br />

following groups within the communities: (i) in<strong>for</strong>mal workers (daily laborers), small<br />

business owners <strong>and</strong> low income civil servants, in urban areas (ii) in rural areas the team<br />

conducted three separate focus groups: two with individuals representing a range of<br />

occupation <strong>and</strong> a third exclusively with farmers. 144 In addition, the team ensured that KIIs<br />

In Nakhon Sawan: (i) Nakhon Sawan municipality <strong>and</strong> (ii) the following three communities Tapkrit Pattana (Moo 8);<br />

Nuen Thong (Moo 7) <strong>and</strong> Yansawai (Moo 4). In addition, the team conducted additional in<strong>for</strong>mal interviews in Koksamutr in<br />

Lop Buri. These communities were selected in coordination with the Ministry of Social Development <strong>and</strong> Human Security,<br />

the Department of Disaster Prevention <strong>and</strong> Mitigation <strong>and</strong> civil society organizations<br />
