The Disaster Prevention <strong>and</strong> Mitigation Act of 2007, Regulation of Emergency Relief<br />

Assistance <strong>for</strong> Disaster Affected Farmers (2009), <strong>and</strong> Animal Epidemic Act (1956) are<br />

some of them. Similarly, the National Plan <strong>for</strong> Disaster Prevention <strong>and</strong> Mitigation (2010–<br />

2014), Integrated Plan <strong>for</strong> Mitigating Impacts of Global Warming in Agriculture Sector<br />

(2008–2011), Plan <strong>for</strong> Disaster Response in Agricultural Sector <strong>for</strong> fiscal year 2010, <strong>and</strong><br />

Operational Guidelines <strong>for</strong> Centre <strong>for</strong> Disaster Monitoring <strong>and</strong> Mitigation in Agriculture<br />

Sector at Provincial level, <strong>and</strong> National Master Plan on Climate Change (2010–2019) are<br />

some of the key disaster risk reduction plans <strong>for</strong>mulated by the Ministry of Agriculture <strong>and</strong><br />

Cooperatives (MOAC) <strong>and</strong> Ministry of Natural Resources <strong>and</strong> Environment (MNRE) to<br />

address disaster risk <strong>and</strong> climate change that are expected to impact the agriculture sector<br />

now <strong>and</strong> in the future.<br />

Natural disasters have both direct <strong>and</strong> indirect impacts on the agriculture economy, social<br />

well-being <strong>and</strong> the environment. Direct impacts in the agriculture sector are direct physical<br />

damage <strong>and</strong> losses to crops, livestock, <strong>and</strong> fisheries caused by extreme hydro-meteorological<br />

events. Indirect impacts refer to loss of potential production due to disturbed flow of<br />

goods <strong>and</strong> services, lost production capacities, <strong>and</strong> increased costs of production. Some<br />

of the policy recommendations to enhance resilience of the farming communities <strong>and</strong> fisher<br />

folk in Thail<strong>and</strong> against any future natural disasters could be briefly summarized <strong>for</strong> different<br />

sub-sectors as follows:<br />

Crops<br />

(1) Enhance national <strong>and</strong> local governance systems <strong>for</strong> sustainable agriculture ................<br />

development by implementing context specific policy re<strong>for</strong>ms such as l<strong>and</strong> ..................<br />

management, Integrated Water Resources Management that focuses on river .............<br />

basins, intensifying crop diversity, use of flood <strong>and</strong> drought resistant crop<br />

varieties, integrated pest management, developing crop insurance schemes ...............<br />

<strong>for</strong> small-scale farmers, enhancing people participation <strong>for</strong> policy discourse <strong>and</strong> ..........<br />

program planning <strong>and</strong> implementation.<br />

(2) Create a conducive environment <strong>for</strong> the Department of Agriculture Extension ..............<br />

to prepare department specific Disaster Risk Reduction (DRR) plans in<br />

accordance with the broader DRR <strong>and</strong> Climate Change Adaptation (CCA)<br />

framework <strong>and</strong> plans of MOAC. Target the l<strong>and</strong> use change <strong>and</strong> biomass<br />

produced from the agriculture sector, which are the key sources <strong>for</strong> Green ..................<br />

House Gas Emissions, <strong>and</strong> <strong>for</strong>mulate policies, plans <strong>and</strong> practices to address .............<br />

them.<br />

Livestock<br />

(1) Enhance national <strong>and</strong> local governance systems <strong>for</strong> sustainable livestock<br />

production by implementing context specific policy re<strong>for</strong>ms such as developing<br />

livestock insurance schemes <strong>for</strong> small-scale farmers, enhancing people partici-............<br />

pation <strong>for</strong> policy discourse <strong>and</strong> program planning <strong>and</strong> implementation.<br />

(2) Formulate an inclusive policy to accommodate both large- <strong>and</strong> small-scale<br />

livestock farmers <strong>for</strong> insurance schemes.<br />
