Strategy <strong>for</strong> Medium-term <strong>Recovery</strong> <strong>and</strong> Reconstruction<br />

1. Credit line facility <strong>for</strong> recovery <strong>and</strong> reconstruction;<br />

2. Government & private sector: Formulation of disaster <strong>and</strong> recovery management<br />

framework <strong>for</strong> industries including identification of better, safe sites <strong>for</strong><br />

industrial firms, preparedness, measures, etc;<br />

3. Promote better concessions arrangements – <strong>for</strong> duties to increase exports,<br />

waive import taxes in a targeted, transparent <strong>and</strong> time-bound manner;<br />

4. Rehabilitation of basic infrastructure to support affected industries;<br />

5. Prioritizing the building of better links between the government <strong>and</strong> private<br />

sector;<br />

6. Job creation through promotion of investment in the industrial sector;<br />

7. Support <strong>for</strong> institutional capacity building (industrial rehabilitation, local planning<br />

<strong>and</strong> preparation <strong>for</strong> future flooding which can also be regarded as long term);<br />

<strong>and</strong><br />

8. Strengthen government <strong>and</strong> other stakeholders’ capacities: resilience,<br />

preparedness <strong>and</strong> recovery<br />

Strategy <strong>for</strong> Long-term Resilience, <strong>Recovery</strong> <strong>and</strong> Reconstruction<br />

For the long-term sustainability of the industrial sector <strong>and</strong> to also win back <strong>for</strong>eign direct<br />

investment in order to maintain Thail<strong>and</strong> as a manufacturing hub <strong>for</strong> the region, the following<br />

initiatives aim to cope <strong>and</strong> mitigate future risks:<br />

1. Institutional capacity in rural <strong>and</strong> urban planning that would take strong<br />

consideration of safe industrial areas are to be promoted;<br />

2. Given the relative af<strong>for</strong>dability of SMEs on future insurance premium, insurance<br />

schemes <strong>and</strong> support from the government are to be made available to small<br />

enterprises;<br />

3. Promote strong links between policy, research, <strong>and</strong> operational experts to<br />

ef fectively transfer in<strong>for</strong>mation <strong>and</strong> knowledge;<br />

4. Promote partnerships between public <strong>and</strong> private sectors (including not-<strong>for</strong>-prof<br />

it entities) which aims <strong>for</strong> the development of innovative risk management<br />

approaches in order to be more disaster resilient;<br />

5. Comprehensive flood protection system are needed to be constructed in<br />

consideration of the supply-chain linkages around the industrial estates;<br />

6. Invest in comprehensive water management system <strong>and</strong> relevant branches of<br />

governmental organizations need to cohesively work together to manage water<br />

flow (affecting industries <strong>and</strong> local communities in general); <strong>and</strong>,<br />

7. Improve l<strong>and</strong>-use management, where by similar business clusters are grouped<br />

in the same areas <strong>and</strong> allow sufficient l<strong>and</strong> in the province to serve as a flood<br />

plain. The flood plain should be evidently marked on the provincial map <strong>and</strong><br />

instituted in the provincial building code, where no residences are permitted.<br />
