Within the framework of the <strong>Rapid</strong> <strong>Assessment</strong>, five provinces were selected <strong>for</strong><br />
initial assessments 31 : Ayuthaya, Bangkok, Nakhon Sawan, Pathum Thani <strong>and</strong> Samut<br />
Sakhon. These provinces account <strong>for</strong> almost 41 percent of the whole industry sector in<br />
Thail<strong>and</strong> with Ayuthaya, Pathum Thani <strong>and</strong> Samut Sakhon having an industrial make<br />
up of Gross Provincial Product of more than 75 percent <strong>and</strong> above while Bangkok <strong>and</strong><br />
Nakhon Sawan at the low 20 percent. In terms of contributions to the country’s GDP,<br />
Bangkok generates 26 percent while Nakhon Sawan st<strong>and</strong>s at about 1 percent. Out of<br />
26 provinces affected by the flood 32 , the five selected provinces account <strong>for</strong> more than<br />
70 percent of the industry sector.<br />
There are approximately 14,243 factories in these five provinces where Samut Sakhon<br />
has the most factory locations with 4,711 in the food processing, fishery, <strong>and</strong> manufacturing<br />
industries. The combined strength of the employed work<strong>for</strong>ce in the industrial<br />
sector in these five provinces is estimated at 1,428,873 of which Samut Sakhon<br />
accounts <strong>for</strong> 509,958. Samut Sakhon’s industry structure is geared toward labor-intensive<br />
industry such as fishery <strong>and</strong> food processing; it is not surprising to see high employment<br />
density in the province.<br />
Although some of the main roads have become accessible, secondary roads leading to<br />
the factories are still inundated with water to the height of 1.5 meters in some areas. For<br />
this reason, some industries stopped production altogether as they cannot transport raw<br />
materials <strong>for</strong> production into the factory <strong>and</strong> move finished goods out of their premises.<br />
The restoration of electricity <strong>and</strong> water are in full swing in order to allow the private<br />
sector to get back to business. The Ministry of Industry, responsible <strong>for</strong> overseeing the<br />
sector, has passed emergency measures to assist business enterprises in the short<br />
term. These measures are aimed at providing speedy recovery ef<strong>for</strong>ts <strong>and</strong> resuming<br />
productive activities of the flood affected areas.<br />
