also lags behind its neighbors in terms of enrollment of students in fields that promote<br />

research <strong>and</strong> development such as science <strong>and</strong> engineering.<br />

Public education expenditure accounts <strong>for</strong> 4 percent of GDP in Thail<strong>and</strong> <strong>and</strong> household<br />

education expenditures account <strong>for</strong> 1 percent of GDP. Appropriations <strong>for</strong> education<br />

consistently account <strong>for</strong> 20–22 percent of all government expenditures in the past few<br />

years. The private sector plays a<br />

small role in primary <strong>and</strong> secondary<br />

education but its role is more<br />

prominent in higher education,<br />

enrolling about 20 percent of the<br />

total tertiary students in 2009.<br />

Through the years, substantial investment<br />

has been made in building<br />

quality education facilities at<br />

all levels. Be<strong>for</strong>e the 2011 flood,<br />

16,855 institutions under the MOE<br />

enrolled 5.9 million students in the<br />

26 flood affected provinces.<br />

Damage <strong>and</strong> Losses<br />

Damage<br />

Institutions of learning ranging from primary schools through higher education institutions<br />

were affected by the 2011 flood in the 26 provinces, with many experiencing considerable<br />

of damage. 115 Substantial amount of reconstruction/repair/replacement to school infrastructure<br />

<strong>and</strong> leaning materials will be needed. Most highly affected education institutions<br />

are located in flood prone areas <strong>and</strong> lowl<strong>and</strong>. Over 17,000 education institutions in the 26<br />

provinces, 2,934 were fully or partially damaged by the flood (2,694 under the MOE <strong>and</strong><br />

240 under other agencies involved in education provision) <strong>and</strong> 2,508 are public <strong>and</strong> 426<br />

are private institutions. Of the 6.1 million students enrolled in the 26 provinces, 1,435,378<br />

were affected (1,253,503 students under the MOE <strong>and</strong> 181,875 students under other<br />

agencies). Of the total number of students affected, 1,042,255 students were enrolled in<br />

public institutions <strong>and</strong> 393,123 in private ones. As gender equality in enrollment is broadly<br />

on par in Thail<strong>and</strong>, both male <strong>and</strong> female students are largely equally impacted by the<br />

recent disaster.<br />

115 Although early recovery could begin now in the provinces where the flood situation has started to improve, the assessment<br />

is constrained by the difficult access to in<strong>for</strong>mation <strong>and</strong> target groups as the overall attention remains on the immediate<br />

relief ef<strong>for</strong>t in Bangkok <strong>and</strong> Greater Bangkok areas.<br />
