Commission <strong>and</strong> the Office of Non-Formal <strong>and</strong> In<strong>for</strong>mal Education – was to urgently<br />

convert 890 education institutions in 26 affected provinces into shelters <strong>for</strong> flood victims.<br />

Other agencies involved in education provision, such as the Bangkok Metropolitan Administration,<br />

have also been also been active in providing immediate support to flood victims<br />

in turning their 190 facilities into shelters. Substantial funding from the MOE <strong>and</strong> individual<br />

institutions has been reallocated to provide emergency support to the operational needs<br />

of these shelters, resulting in major losses in the education sector. The total losses are<br />

estimated at THB 1.798 million.<br />

The capacity to host flood victims varies among shelters, ranging from 10–4,000 people.<br />

Provisions in the shelters include: food, accommodation, basic needs, latrines, medical care,<br />

short-term skill training, transport <strong>and</strong> security. Some shelters provide separate quarters<br />

<strong>for</strong> female flood victims <strong>and</strong> specific female hygienic items are also included in the<br />

survival kits distributed. Most of the users of these shelters had no other alternatives <strong>and</strong><br />

the shelters are their temporary solution. Since major flooding came during the school<br />

holiday, disruptions to classes were minimal. For those institutions not used as shelters,<br />

ef<strong>for</strong>ts are focusing on moving <strong>for</strong>ward to clean, repair <strong>and</strong> restore once the water recedes.<br />

In many cases, institutional cleanup ef<strong>for</strong>ts are being carried out by administrators,<br />

teachers, students, <strong>and</strong> parents on a voluntary basis. Other than running the shelters <strong>and</strong><br />

debris removal/cleaning, the sector did not incur other losses such as temporary rental of<br />

premises, payment of overtime to teachers, or loss of revenues in private sector schools.<br />

The academic year <strong>for</strong> both public <strong>and</strong> private education institutions at all levels will be<br />

adjusted <strong>and</strong> prolonged to make up <strong>for</strong> the delay in school opening.<br />
