Policy Recommendations<br />

Policies & Legislation<br />

• Strict observation of quality st<strong>and</strong>ards, guidelines <strong>and</strong> proper l<strong>and</strong> use planning <strong>for</strong><br />

the construction of all new education institutions. Geographic In<strong>for</strong>mation Systems<br />

can be a very effective tool <strong>for</strong> locating <strong>and</strong> designing new schools <strong>and</strong> disaster<br />

shelters. Linkages with any risk mapping (recommendations in the overall DRM<br />

section) should be made.<br />

• Education institutions have disaster management plans. The following are useful<br />

Disaster Advocacy & Awareness<br />

• Advocacy <strong>and</strong> awareness materials <strong>for</strong> all levels of education. Materials are<br />

already available <strong>for</strong> use at primary <strong>and</strong> secondary levels. There is a need to<br />

provide such advocacy <strong>and</strong> awareness manuals <strong>for</strong> administrators in universities.<br />

The awareness materials <strong>and</strong> the way they are disseminated, should take into<br />

account the particular needs <strong>and</strong> constraints of different stakeholders, including<br />

women <strong>and</strong> men.<br />

• Publicity materials <strong>and</strong> pamphlets <strong>for</strong> general public advocacy regarding safety in<br />

education institutions.<br />

Coordination & Capacity Development<br />

• MOE to build closer coordination with other key agencies dealing with disaster<br />

management. This coordination should be at both central <strong>and</strong> local levels.<br />
