Building on the recent disaster risk financing <strong>and</strong> insurance framework proposed at the<br />

ASEAN–World Bank Forum on Disaster Risk Financing <strong>and</strong> Insurance, 215 the government<br />

of Thail<strong>and</strong> may want to consider an integrated disaster risk financing strategy to increase<br />

the financial <strong>and</strong> fiscal resilience of the country against natural disasters, as part of its<br />

overall disaster risk management agenda. Such a financial strategy would complement<br />

risk mitigation investments (such as investment in water management).<br />

In the light of international experience, such insurance pools rely on close partnerships<br />

between the government <strong>and</strong> the private sector, <strong>and</strong> require strong <strong>and</strong> continuous<br />

support <strong>and</strong> commitment from the government. There may also be a need <strong>for</strong> some<br />

government guarantee (in the <strong>for</strong>m of line of credit <strong>and</strong>/or reinsurance of last resort).<br />

This is difficult to quantify at this stage as it depends on the type of perils <strong>and</strong> crops<br />

covered under this pool, <strong>and</strong> thus is not included in the calculations at this stage.<br />

5.5 Recommendations <strong>for</strong> Improved Disaster Risk<br />

Management<br />

Strengthened Communication <strong>and</strong> Risk Awareness<br />

Short-term<br />

Continue the needs assessments Many parts of the country are still under water <strong>and</strong><br />

gathering data <strong>for</strong> assessments has been a challenge. Though the government <strong>and</strong> other<br />

organizations are already responding with immediate relief <strong>and</strong> early response plans,<br />

continued monitoring <strong>and</strong> assessments will be important <strong>for</strong> the development of comprehensive<br />

recovery <strong>and</strong> reconstruction plan.<br />

Communications strategy With the next flood season only months away, it is essential<br />

to set up a communications strategy that can provide clear <strong>and</strong> consistent messages in a<br />

timely manner. Key topics <strong>for</strong> communications should include: hazard awareness <strong>and</strong> preparedness;<br />

early warning; response <strong>and</strong> recovery plans <strong>and</strong> programs related to compensation<br />

including eligibility; access <strong>and</strong> grievance <strong>and</strong> redressal mechanisms; <strong>and</strong> guidance<br />

<strong>for</strong> both rural <strong>and</strong> urban recovery including build-back-better-<strong>and</strong>-safer messages. The<br />

strategy should also explore how to best streamline <strong>for</strong>mal <strong>and</strong> in<strong>for</strong>mal communications<br />

channels.<br />

Medium-term<br />

Multi stakeholder capacity assessment <strong>and</strong> resource mapping Many stakeholders in<br />

the public <strong>and</strong> private sphere employed significant resources <strong>and</strong> expertise in response to<br />

the floods, though a <strong>for</strong>mal reporting or coordination mechanism linking these entities with<br />

the government has been observed. Mapping resources of all stakeholders, including<br />

government agencies from region to sub-district level, defense (police, army, etc.), private<br />

actors <strong>and</strong> organizations, NGOs <strong>and</strong> civil society institutions will help identify the resources<br />

available to respond to future disasters. Managing this in<strong>for</strong>mation in a database or in open<br />
