<strong>and</strong> in Sratawaew sub-district; in Uthai Thani: (i) Pakkabadsamphan, <strong>and</strong> (ii) Hardthanong<br />

in the sub-district of Thasung; Bungtaptae in Thasung sub-district <strong>and</strong> Wang Sathit <strong>and</strong><br />

Neuan Tontarn in Nong Paiban sub-district; in Nakhon Sawan: (i) Nakhon Sawan municipality<br />

<strong>and</strong> (ii) the following three communities: Tapkrit Pattana (Moo 8); Nuen Thong (Moo<br />

7) <strong>and</strong> Yansawai (Moo 4). In addition, the team conducted additional in<strong>for</strong>mal interviews in<br />

Koksamutr in Lop Buri. These communities were selected in coordination with the Ministry<br />

of Social Development <strong>and</strong> Human Security, the Department of Disaster Prevention<br />

<strong>and</strong> Mitigation <strong>and</strong> civil society organizations. Focus group discussions (FGD) <strong>and</strong> key<br />

in<strong>for</strong>mant interviews (KIIs) were held with the following groups within the communities: (i)<br />

in<strong>for</strong>mal workers (daily laborers), small business owners <strong>and</strong> low income civil servants, in<br />

urban areas; <strong>and</strong> (ii) in rural areas the team conducted three separate focus groups – two<br />

with individuals representing a range of occupations <strong>and</strong> a third FGD was held exclusively<br />

with farmers. A total of 30 FDGs <strong>and</strong> 70 KIIs were conducted <strong>for</strong> the SIA.<br />

<strong>Rapid</strong> <strong>Assessment</strong> Process<br />

The DALA relies on the estimation of disaster effects on the impacted sectors of the<br />

affected economy. Once all sectors have been assessed in terms of damage <strong>and</strong> loss,<br />

the results are aggregated to obtain the total amount of disaster effects ensuring that no<br />

double accounting <strong>and</strong>/or gaps exist. This aggregation of data will enable the estimation<br />

of financial requirements or needs to achieve full recovery <strong>and</strong> reconstruction of the<br />

economy.<br />

The <strong>Rapid</strong> <strong>Assessment</strong> covered 18 sectors <strong>and</strong> crosscutting issues with a geographic<br />

extent of 26 provinces. The sectors <strong>and</strong> sub-sectors listed below were included in the<br />

assessment. Note that the Social Impacts <strong>Assessment</strong>, the Social Protection Sector,<br />

Livelihoods <strong>and</strong> the Disaster Risk Management (DRM) Sector did not use the DALA<br />

Methodology in their <strong>Recovery</strong> <strong>and</strong> Reconstruction work.<br />

The <strong>Rapid</strong> <strong>Assessment</strong> process involved many steps <strong>and</strong> activities, beginning with a twoday<br />

DALA methodology orientation <strong>for</strong> all participating team members including representatives<br />

from all line ministries, the EU, the UN Country Team, <strong>and</strong> the World Bank. This<br />

was done in conjunction with the collection of baseline in<strong>for</strong>mation <strong>and</strong> data on damage<br />

<strong>and</strong> losses provided by the government through different line ministries, provincial authori-<br />
