(4) Formulate an inclusive policy to accommodate both large- <strong>and</strong> small-scale<br />

fisheries communities <strong>for</strong> insurance schemes.<br />

Natural disasters <strong>and</strong> climate change could stall much of the progress made to date in the<br />

agriculture sector. The challenge must be addressed in a more holistic way <strong>and</strong> should<br />

integrate mainstream DRR into agriculture sector programming, agriculture development<br />

planning <strong>and</strong> strategies <strong>for</strong> addressing natural disasters <strong>and</strong> climate change in the agriculture<br />

sector. Each department under MOAC should be encouraged to prepare departmentspecific<br />

DRR plans following the broader DRR framework. Key sources <strong>for</strong> the Green<br />

House Gas Emissions in agriculture sector should be targeted, <strong>and</strong> plans <strong>and</strong> practices<br />

should be <strong>for</strong>mulated to address these causes.<br />

Ef<strong>for</strong>ts at raising public awareness of DRR <strong>and</strong> CCA <strong>and</strong> their impacts in the agriculture<br />

sector should be stepped-up. A regional DRR framework should also be established to<br />

support south-south technical cooperation <strong>and</strong> in<strong>for</strong>mation sharing in the agriculture sector<br />

among neighboring countries in Southeast Asia <strong>and</strong> the role of regional cooperation in<br />

promoting good policies <strong>and</strong> practices should be exp<strong>and</strong>ed, sharing in<strong>for</strong>mation <strong>and</strong><br />

knowledge on disaster risk reduction <strong>and</strong> management. There is also a need to ensure<br />

active involvement of the Geo-In<strong>for</strong>matics <strong>and</strong> Space Technology Development Agency<br />

(GISTDA) <strong>for</strong> the use of geographic in<strong>for</strong>mation system (GIS) <strong>and</strong> satellite imageries <strong>for</strong><br />

agriculture <strong>and</strong> disaster sector program planning. A more holistic approach needs to be<br />

adopted to build the adaptive capacity of vulnerable groups <strong>and</strong> localities <strong>and</strong> their<br />

resilience to shocks, including developing their capacity to diversify local economies,<br />

livelihoods, <strong>and</strong> coping strategies.<br />
