HOUSING SECTOR - RECONSTRUCTION<br />

PROGRAM SUGGESTIONS<br />

(1) Grants are only <strong>for</strong>:<br />

1. Making the house livable again. It should be made clear that this is not a<br />

compensation <strong>for</strong> lost or damaged assets <strong>and</strong> not related to the value of<br />

those assets, but instead an incentive to be able to recover to normal life.<br />

There<strong>for</strong>e luxury houses will get the same amount with modest houses.<br />

2. Improving stability <strong>and</strong> durability of the initial structure, including change<br />

from timber to rein<strong>for</strong>ced concrete. Components, technical in<strong>for</strong>mation, <strong>and</strong><br />

group training provided (local government recruits facilitators with technical<br />

background).<br />

Estimated, not more than 19,000 units all over the 26 provinces.<br />

(2) Loans. The family <strong>and</strong> community may decide to:<br />

- Improve the design of the house: taller columns, 1 floor to 2 floors, or even<br />

from 2 to 3 floors.<br />

- Find a better location <strong>for</strong> a group of houses in the same area/village or<br />

relocate. In this case, assistance in planning <strong>and</strong> neighborhood design will be<br />

provided. Local government services (base-maps, l<strong>and</strong>use maps, in<strong>for</strong>mation<br />

on spatial plans <strong>and</strong> building regulations), technical guidance <strong>and</strong> facilitation<br />

in fi nding alternative locations. Very soft loans through mechanisms that have<br />

been implemented by the government with CODI.<br />

Allocation of loans:<br />

On top of the repair grants. For instance a family may take a THB 10,000<br />

repair + THB 90,000 loan = THB 100,000 total construction of new house.<br />

Poor families (about 10 percent of the population): max. THB 90,000 loans by<br />

CODI scheme or similar.<br />

Medium – higher income families: commercial loans from NHA.<br />

Grants & Loans Management :<br />

Disbursed in tranches, by local bank directly to beneficiaries, conditional on<br />

facilitator approval. Example: <strong>for</strong> grants between THB 20,000-30,000, 70-30<br />

percent. The 2 nd tranche can be disbursed after construction is inspected by<br />

facilitator, indicating that the 1 st tranche is at least 80 percent completed <strong>and</strong><br />

according to specifications. For over THB 30,000, three tranches.<br />

Facilitation by young engineers with relevant technical background. Seek at<br />

least 30 percent of female facilitators in each region to be able to well<br />

communicate with every community group.<br />
