Strategy <strong>for</strong> Short-, Medium- <strong>and</strong> Long-term <strong>Recovery</strong><br />

As already mentioned earlier, it is extremely urgent to help the flood-affected rural population<br />

re-establish their normal livelihoods, <strong>for</strong> which an urgent injection of cash <strong>and</strong> other<br />

inputs are necessary. While, at the time of writing, some farmers had already begun to return<br />

to their farms <strong>and</strong> begin their new seasons of short duration cash crops (i.e., marigold<br />

flowers, chili <strong>and</strong> other vegetables), others were still waiting <strong>for</strong> the water to recede.<br />

The Short-term <strong>Recovery</strong> Strategy (up to 6 months)<br />

A.) Equitable Cash Compensation<br />

Accelerate equitable cash compensation in some areas.<br />

• It is not clear whether farmers with unwritten l<strong>and</strong> rent contracts will be eligible <strong>for</strong><br />

government compensation. This needs to be urgently clarified.<br />

• Disseminate the in<strong>for</strong>mation <strong>and</strong> publicize the details of all compensation programs<br />

to the public, especially farmers, through various media sources.<br />

• The central government should instruct local governments <strong>and</strong> provincial administrations<br />

to collect data on damage by types of assets <strong>and</strong> farm equipment <strong>and</strong>.................<br />

compile them properly in a disaggregated way. This in<strong>for</strong>mation will help policy/ ...........<br />

decision makers to identify the needs <strong>for</strong> repair of farm machinery <strong>and</strong> the needs ...........<br />

to replace other farm equipment. It will also enable the machine manufacturers to ...........<br />

plan their expansion of production capacity.<br />

B.) Provision of Inputs – Cash, voucher or in-kind support<br />

• The government should accelerate the process of distribution of agriculture inputs,<br />

either in-kind or in <strong>for</strong>m of cash/voucher.<br />

• Provision of rice seeds: Currently, the Department of Rice is trying to provide ..................<br />

30,000 to 40,000 tons of rice seeds, which aims to cover about 400,000 rai of .................<br />

farms; additional dem<strong>and</strong>s can be met by the market. However, seeds provided by ........<br />

private companies often face quality issues. The lack of uni<strong>for</strong>mity <strong>and</strong> quality of ............<br />

seeds is a major problem that requires urgent attention. Hence, an effective<br />

monitoring process with possible involvement of non-government actors to monitor ........<br />

the quality of seeds sold in the market <strong>and</strong> release necessary in<strong>for</strong>mation <strong>for</strong> the ............<br />

farmers is necessary.<br />

• Provide seeds <strong>and</strong> seedlings <strong>for</strong> other crops <strong>and</strong> ensure an effective monitoring .............<br />

system. Providing necessary in<strong>for</strong>mation to the farmers on where to get seeds <strong>and</strong> ........<br />

seedlings should be a priority so that they can plant on time <strong>and</strong> thereby shorten ............<br />

the cropping season.<br />

• Provide improved livestock breeds, animal feed <strong>and</strong> animal health services<br />

complemented with necessary awareness on types <strong>and</strong> effects of animal diseases.<br />
