d) The poorest section of communities include the highest proportion of totally<br />

damaged houses (estimate: 80 percent of all totally damaged houses) <strong>and</strong><br />

the highest number of neighborhoods that are flood-prone.<br />

e) Grants are provided <strong>for</strong> all totally damaged houses (proposed, THB 50,000<br />

per affected household, not THB 30,000) <strong>and</strong> medium damaged houses<br />

(THB 10,000, THB 20,000 per household following the government’s criteria).<br />

f) Apart from the THB 5,000 grants already distributed, lightly damaged houses<br />

will not get any further grants. The remaining cost of repairs will be borne by<br />

the families themselves. Though relatively small per family, this becomes a<br />

large amount nationally because of the sheer number of affected families -<br />

about 2 million families.<br />

g) The government decides to exp<strong>and</strong> the on-going cooperation with CODI into<br />

rehabilitation <strong>and</strong> reconstruction of housing <strong>and</strong> neighborhoods, in particular<br />

to help the lower income households.<br />

h) Part of the flood prone-neighborhoods are motivated to redevelop their<br />

neighborhood by improving housing structures <strong>and</strong> local infrastructure, l<strong>and</strong><br />

readjustment, or even relocation to safer sites. For neighborhood redevelopment,<br />

the following components are considered:<br />

i) Household goods recovery is done by each family along with their earning<br />

<strong>and</strong> savings capacity. This is here considered as part of normal situation<br />

(instead of reconstruction) although a few families have to start almost from<br />

scratch. No grants are proposed, as a sudden surge of consumption would<br />

distort the market even more. In addition, there are already various producers<br />

of electrical appliances that provide free <strong>and</strong> discounted services <strong>and</strong> spare<br />

part replacement.<br />

The proxies from above are supported by sample field visits <strong>and</strong> secondary data on<br />

costs of transport, shelter, survival bags during evacuation (community, DDPM). Price<br />

of household goods came from community group discussions, interviews, price lists.<br />

The results will still be rough, as the proportion of various housing types in Bangkok<br />

<strong>and</strong> other regions is still kept similar.<br />
