<strong>Recovery</strong> <strong>and</strong> Reconstruction Requirements<br />

The floods that affected Thail<strong>and</strong> in 2011 were not sudden onset events at a single point<br />

in time, but burdened the country over a period of several months. Hence, most of the<br />

provinces were not unprepared <strong>for</strong> the floods. The government, the community as well as<br />

the water <strong>and</strong> sanitation service providers had time to organize their emergency response<br />

activities, rehabilitation, recovery <strong>and</strong> reconstruction requirements depending on their<br />

situation prior to <strong>and</strong> during the disaster.<br />

The reconstruction requirements reflect the immediate needs to repair damage <strong>and</strong> bring<br />

systems back to functionality, as well as improve the system to be more disaster resilient.<br />

<strong>Recovery</strong> requirements include interventions to fully recover from the negative effects<br />

of the disaster. The reconstruction <strong>and</strong> recovery needs as well as measures to improve<br />

resilience are listed in Table 31, which quantifies these matters as a total value of THB 5.6<br />

billion. This amount is disaggregated to around THB 1.2 billion <strong>for</strong> short-term <strong>and</strong> THB 1.6<br />

billion <strong>for</strong> medium-term recovery <strong>and</strong> reconstruction needs in the water supply sub-sector<br />

<strong>and</strong> THB 1.2 billion <strong>for</strong> short-term recovery <strong>and</strong> reconstruction needs in the sanitation<br />

sub-sector. Needs to increase disaster resilience in the water <strong>and</strong> sanitation sector as a<br />

whole are estimated as THB 630 million in the short term <strong>and</strong> THB 1 billion in the<br />

mid-term.<br />
