The analysis of the initial data set provides critical new in<strong>for</strong>mation <strong>for</strong> the<br />

overall planning of the appraisal and <strong>for</strong>ms the basis <strong>for</strong> the detailed data<br />

collection plan that must be developed be<strong>for</strong>e the on-site data collection<br />

begins. The analysis of initial objective evidence at this stage is focused<br />

primarily on the adequacy and completeness of in<strong>for</strong>mation and the<br />

implications <strong>for</strong> future data collection. The results of this analysis will be the<br />

primary basis <strong>for</strong> determining the extent to which the appraisal will be one of<br />

verification or discovery.<br />

• Examine the initial set of objective evidence provided by the<br />

organizational unit.<br />

• Determine the extent to which additional in<strong>for</strong>mation is needed <strong>for</strong><br />

adequate coverage of model practices.<br />

In<strong>for</strong>mation provided by the organizational unit must be detailed enough to<br />

understand the extent to which each type of objective evidence (direct<br />

artifacts, indirect artifacts, and affirmations) is available <strong>for</strong> each process<br />

instantiation, <strong>for</strong> each model practice within the scope of the appraisal. This<br />

initial review of objective evidence identifies model practices <strong>for</strong> which the<br />

team has<br />

• strong objective evidence<br />

• no objective evidence<br />

• conflicting objective evidence<br />

• anomalous objective evidence<br />

• insufficient objective evidence<br />

Key documents are identified that can be used to gain insight regarding a<br />

number of model practices. These are potential high-leverage documents that<br />

may be good candidates <strong>for</strong> pre-on-site review by team members.<br />

Review the initial objective evidence with members of the engineering<br />

process group.<br />
