The primary intent of this activity is to derive, from the objective evidence<br />

gathered, summary prose statements that describe the gap between what the<br />

objective evidence shows and what the team was looking <strong>for</strong> to support a<br />

claim that the model practice was implemented. The statements explain why<br />

the practice is not considered to be Fully Implemented. Statements of practice<br />

implementation gaps will be validated with the organizational unit at a later<br />

time.<br />

Strengths are not recorded pro <strong>for</strong>ma when practices are found to be Fully<br />

Implemented. Where practices represent exemplary implementations of the<br />

model practices, the appraisal team will highlight these as part of the appraisal<br />

output. However, the primary focus of this benchmarking method is to help<br />

the organization verify the implementation of the model and identify areas<br />

where work is needed.<br />

Describe in writing gaps in the organizational unit’s implemented processes<br />

relative to reference model practices.<br />

For any practice that is characterized as something other than Fully<br />

Implemented, there must be a prose statement explaining the gap between<br />

what the organization does and what the model expects.<br />

Regardless of the medium used, statements describing practice<br />

implementation gaps should be annotated with the following identifying<br />

in<strong>for</strong>mation:<br />

• the model component to which the statement relates (i.e., PA, goal, and<br />

practice)<br />

• the data collection session(s) in which the in<strong>for</strong>mation was uncovered<br />

• the process instantiation(s) to which the statement applies<br />

Prose statements of practice implementation gaps presented to the<br />

organizational unit in the <strong>for</strong>m of preliminary findings <strong>for</strong> validation must be<br />

free of references to specific individuals or projects.<br />
