A summary of the inventory of objective evidence and readiness to proceed<br />

should be reviewed with the sponsor or his/her designee. If insufficient<br />

objective evidence is available, the appraisal team leader may need to initiate<br />

replanning in light of newly discovered constraints (i.e., insufficient data to<br />

support the appraisal as planned). Refer to activity 1.1.2, Determine <strong>Appraisal</strong><br />

Constraints. The criteria <strong>for</strong> adequacy will depend on where the readiness<br />

review occurs in the schedule, and the degree of verification versus discovery<br />

that is being sought <strong>for</strong> the on-site phases of the appraisal.<br />

More than one readiness review is likely to be needed. The first one should be<br />

per<strong>for</strong>med early in the planning phase, and the second should be per<strong>for</strong>med<br />

once the objective evidence has been gathered and the appraisal is ready to<br />

start. This review may be conducted in conjunction with the team-training<br />

event.<br />

Thresholds <strong>for</strong> the sufficiency of data should be established as targets to be<br />

met at the readiness review. For example, an 80% threshold may be used to<br />

initiate replanning at the final readiness review. That is, the appraisal team<br />

leader establishes an expectation with the sponsor that, if more than 20% of<br />

the objective evidence is missing at the time of team training, the appraisal<br />

will need to be replanned. However, the primary objective is reducing the risk<br />

that there will be insufficient objective evidence to make the determinations<br />

required by the appraisal plan in the time allotted.<br />

The readiness review is a key event whose impact should not be<br />

underestimated. Failure to adequately review the objective evidence available<br />

and determine the impact on the appraisal plan can have grave consequences<br />

<strong>for</strong> the appraisal team during the on-site period. This may include long hours,<br />

exhaustion, extensive ad hoc data collection (discovery), or the inability to<br />

achieve appraisal objectives within defined estimates and constraints.<br />
