Although not required in the Parameters and Limits section above, the<br />

following are considered recommended best practices and should be<br />

employed whenever feasible:<br />

• Each member should have good written and oral communication skills,<br />

the ability to facilitate the free flow of communication, and the ability to<br />

per<strong>for</strong>m as team players and negotiate consensus.<br />

• At least half of the team members should have participated in a previous<br />

process appraisal.<br />

• Team members should be perceived by the appraisal sponsor as credible.<br />

Additional appraisal team member selection considerations:<br />

• Consider the personal characteristics of individual team members (e.g.,<br />

communication preferences, personality types) and how these may affect<br />

the dynamics in a team environment.<br />

• Use one or more authorized Lead Appraisers as team members.<br />

<strong>Appraisal</strong> team members are selected to provide a diverse set of qualified<br />

professionals with the appropriate experience, knowledge, and skills to make<br />

reasoned judgments regarding implementation of the reference model.<br />

The accuracy and credibility of the appraisal results depends greatly on the<br />

capability, qualifications, and preparation of the appraisal team members. In<br />

addition to the qualifications described above, other factors that may affect<br />

the per<strong>for</strong>mance of the team or reliability of appraisal results should be<br />

considered. <strong>Appraisal</strong> constraints, such as security classification, may result in<br />

additional criteria <strong>for</strong> team member selection.<br />

The selected appraisal team members and their organizational affiliation and<br />

qualifications (individually and in aggregate) are documented in the appraisal<br />

plan. <strong>Appraisal</strong> team members are typically selected from a pool of qualified<br />

individuals provided by the appraisal sponsor or his/her designee. The<br />

appraisal team leader is the final authority on acceptance of appraisal team<br />

members, and is responsible <strong>for</strong> ensuring their qualifications and suitability<br />

<strong>for</strong> the appraisal purpose.<br />

Situations where a conflict of interest may arise should be avoided. Team<br />

members who manage people or processes in the organization may struggle<br />

with their ability to be objective. Team members who are directly impacted by<br />

the appraisal outcome may be distracted by the potential consequences of the<br />

decisions they contribute to on the appraisal team.<br />
