Activities<br />

The mechanics associated with the recording and transcription of objective<br />

evidence are described in this section. There are many links between these<br />

mechanics and the data collection process, as well as the data verification and<br />

validation process. It is important to understand that the data-recording<br />

process must support these other processes, and that the tools used during an<br />

appraisal will need to accommodate these linkages. Typically, an integrated<br />

database tool is used to manage all appraisal data that results from the analysis<br />

of notes taken during data collection.<br />

The most basic representation of appraisal data is found in the notes taken by<br />

individual team members. These notes are reviewed and are typically<br />

“tagged” or otherwise processed be<strong>for</strong>e their in<strong>for</strong>mation content is<br />

trans<strong>for</strong>med into other lasting representations. The presence, absence, and/or<br />

appropriateness of objective evidence is then judged and recorded based on<br />

the data collected. The scheme by which this set of records is produced is an<br />

important implementation choice made by the appraisal team leader, and must<br />

be well understood by the team. Gaps in the implemented practices are also<br />

recorded, in a consistent manner that ensures traceability. Finally, the data<br />

collection plan must be reviewed in light of the changes in the set of data<br />

available to the team, and the remaining data needed to support reliable rating<br />

judgments.<br />
